Clifton, NJ — Street Opening Permit Bond

Clifton's right-of-way permit packet calls for a non-cancelable surety bond: $2,000 for a roadway opening or $1,000 for a sidewalk opening, unless the City Engineer specifies otherwise. Its bond form requires maintenance for at least two years after the work is closed and completed. Confirm the City form and your opening category before applying.

What this bond does

Provide City of Clifton street-opening security for faithful performance and maintenance of the permitted excavation.

Who needs it
The applicant and licensed contractor undertaking work in City-maintained right-of-way, with the bond principal matched to the accepted permit form.
Who it protects
The City's bond supports permitted work, maintenance of the excavation and protection of the City from specified noncompliance damage. It does not supply the permit, insurance or traffic approval.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Match the work area and road authority

Clifton's Engineering permit page covers excavation in the roadway and sidewalk areas of City-maintained streets. It directs County-road applicants to the Passaic County Road Department; a City bond is not automatically County security.

The selected Right-of-Way Permit packet distinguishes $2,000 roadway security from $1,000 sidewalk security and allows the Engineer to set a different requirement. Obtain the assigned amount when your work affects more than one area.

Clifton also publishes a separate Utility Road Opening application. Have Engineering identify the correct applicant route rather than treating a private contractor's service connection as proof that the utility-company form applies. The attached City bond specifically identifies street-opening work for a sewer or water connection; confirm the accepted instrument for other work.

Keep the 30-day permit separate from maintenance security

The ROW application requires a non-cancelable bond for at least two years. The attached permit bond specifies maintenance for not less than two years after closure and completion, while also providing beginning and ending date fields. Have the issuer and City match those dates to the actual work; do not simply end the bond two years after purchase.

Prepare the opening sketch, dimensions, dates, applicant/contractor details, insurance and New Jersey One Call confirmation. The packet requires contact with Police Traffic before work and sewer inspection before backfilling when applicable.

Purchase Now opens the existing Propeller application, with no fixed amount or term listed. Match the City's bond form before issuance and file the executed security with the required application documents. The ROW permit is valid for 30 days from issuance; purchase neither issues nor extends it, and completion of that permit period does not end the maintenance obligation.

Have these ready

  1. City-maintained road or sidewalk location and opening dimensions; County jurisdiction checked.
  2. Applicant and contractor names, license information, opening sketch and proposed dates.
  3. Engineer-confirmed roadway/sidewalk amount and accepted bond form for the work type.
  4. Non-cancelable terms, completion-based maintenance dates, insurance, One Call and inspection/traffic requirements.

Questions about this bond

Is the bond amount always $2,000?

The selected ROW packet lists $2,000 for roadway work and $1,000 for sidewalk work, unless the Engineer stipulates otherwise. Ask for the assigned amount if the opening affects both.

Does the two-year period start when I purchase?

Do not assume that. The attached City bond requires at least two years of maintenance after closure and completion of the work. Have the City and issuer confirm compatible beginning and ending dates.

Can I use a City bond for a Passaic County road?

Clifton's Engineering page directs County-road excavations to the County Road Department. Confirm that authority's permit and security rather than substituting the City's instrument.
