Hagerstown, MD — Contractor/Carpenter Bond

Hagerstown requires an original $20,000 bond on its City form with the contractor/carpenter license application. The posted 2027 packet ends the bond period on December 31, 2027; an older packet still shows 2025. Use the accepted packet for your actual license period.

What this bond does

Provide the City's single building-contractor/carpenter bond covering the described construction and repair work during the stated period instead of separate security for each case.

Who needs it
Building contractors and carpenters applying for a new or renewed City license, with the company, license holder and any separate contact identified.
Who it protects
The form runs to the Mayor and Council of Hagerstown. It addresses code compliance, City indemnity, street restoration and specified claims by owners, tenants or lessees. It gives the City's reimbursement priority; it is not simply a City-only condition or a separate payment bond for every contract.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Use the original City form for the right odd-year endpoint

The application says the license and bond expire December 31 of the odd calendar year. The 2027 packet supplies that year on the bond; do not submit a stale 2025 instrument or assume the license period proves a full two-year provider term from purchase.

The application separates the company, license holder, other contact, City license and State MHIC/home-builder information. For a new application, it also requires the experience/qualification form. That government review is not the surety application.

Check execution and complete City licensing separately

The bond requires principal and surety execution, witnesses and seals. Its termination provision uses written notice to the Building Inspector, effective after 30 days from receipt, while retaining the described liabilities for work begun before that period ends. It is not a universal 30-day claim deadline.

Purchase Now opens RLI in a new tab. Match the applicant, $20,000 City instrument and actual dates before applying. After issuance, check execution and deliver the original with the separate City application. The applicant acknowledges that construction cannot begin before obtaining the required permit; bond payment is not that permit.

Sources

Have these ready

  1. Identify company, license holder and any different application contact.
  2. Obtain the accepted $20,000 City form and correct odd-year expiration.
  3. Prepare the experience/qualification form if this is a new license application.
  4. Check signatures, witnesses and seals, then deliver the original with City paperwork.

Questions about this bond

Not for a different current period. The City also posts a 2027 packet; confirm and use the accepted form and year for your actual application.

Does this bond address only public streets?

No. The form also addresses construction/repair compliance, City indemnity and specified owner, tenant or lessee claims, with City reimbursement priority. Read the complete accepted conditions.

Does bond purchase authorize work?

No. The original bond, City license application and any required construction permit are separate steps.
