Kenosha, WI — Right Of Way Permit Bond

Kenosha's current ROW registration packet calls for a $10,000 Permit Bond before project permit applications. That registration security is distinct from the $3,000 repair bond described in the excavation packet.

What this bond does

Helps a Kenosha contractor prepare registration-level permit security without confusing it with excavation repair security.

Who needs it
Contractors and facility operators registering for City of Kenosha ROW permits.
Who it protects
The registration packet describes the $10,000 bond as assuring city requirements and indemnifying the city or fronting property owner against loss from failure to observe city ordinances.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Complete ROW registration before requesting the permit

The January 2026 PWE010 packet identifies the legal company, regional contact, local 24-hour emergency representative and authorized permit applicants. It requests the Permit Bond, insurance and indemnity agreement, with additional attachments applicable to the entity/facilities.

Registration is valid through December 31 of the calendar year. That registration date is not proof that the bond automatically expires then; obtain the accepted instrument and actual effective/continuation dates.

Keep permit security and repair security separate

PWE010 names $10,000 Permit Bond security. PWE002 separately describes a $3,000 repair bond, with release at the applicant's option after the warranty period or retention for future permits. Do not assume one replaces the other.

This page retains the ROW Permit offering. Provide the actual city registration request to the provider and confirm its form, principal and recipient wording. The separately listed Street Opening offering is not automatically proof of either instrument's terms.

File the bond, then obtain project authorization

Use the existing Propeller application after confirming the requested form, then submit the executed security with the registration materials to Public Works as directed. Keep separate insurance current for the tier of work.

PWE002 requires registration before excavation application, and no work may start before the approved excavation permit is returned. Arrange the project plans, traffic control, technician notifications and restoration; ask how the bond's own release differs from registration renewal or repair-security closeout.

Sources

Have these ready

  1. Prepare PWE010 company, emergency representative and authorized-applicant details.
  2. Confirm the $10,000 Permit Bond form and actual dates separately from December 31 registration.
  3. Distinguish any $3,000 repair-security request and separate Street Opening offering.
  4. File executed registration security/insurance, obtain project permits and arrange inspections/release.

Questions about this bond

Is the $10,000 Permit Bond the $3,000 repair bond?

The current packets describe them separately. Ask Public Works which instruments are required; do not substitute one based on the shared ROW purpose.

Does December 31 determine the bond's end?

PWE010 says the registration is valid through December 31. The accepted bond's own dates, continuation and release conditions must be confirmed.

Does registration authorize excavation?

No. It precedes the project permit application. Wait for the approved excavation permit and follow the project conditions.
