Mecklenburg County, NC — Land & Use Construction Bond

Mecklenburg County's land-development security covers specified public improvements for a named project, not an ongoing contractor credential. Use the County-approved estimate and purpose attachment before applying; the amount and required period depend on the improvements and their approval stage.

What this bond does

Secure installation or the specifically requested maintenance of approved land-development improvements for Mecklenburg County LUESA.

Who needs it
Developers, builders and owners responsible for public improvements shown on approved project plans.
Who it protects
The County form binds the principal/developer and surety for the specified improvements and County completion costs after default. The County determines the required amount. This is project-specific land-development security, not liability insurance or a universal contractor-license form.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Name the project, governing ordinance and actual purpose

The attachment records the project, applicable Town/ordinance, security amount and installation or maintenance purpose. The surety instrument incorporates that attachment and names Mecklenburg County Land Use & Environmental Services Agency as obligee.

Do not treat the website's general six-month-or-longer construction description as every project's period. The attachment distinguishes construction infrastructure, pre-as-built BMPs and a six-month CO-only BMP purpose; it separately lists maintenance purposes. Confirm the County-assigned purpose and actual dates rather than inventing preset terms in this single purchase choice.

Obtain project review before posting the surety

The County says projects must be reviewed before security can be posted. Its estimate instructions say not to sign or seal the estimate until approval. The bond record in Accela then includes the approved signed/sealed estimate, completed Guarantee of Installation and actual security.

Purchase Now opens RLI, not Accela. Match the approved project/principal, LUESA instrument, assigned amount and dates before applying. Check issued execution and complete the County record separately; bond purchase does not approve plans.

Release is also a County process. The surety form requires inspection and written release authorization; completing construction or asking to reduce the amount does not automatically release the instrument.
