What this bond does

The Agricultural Producers Security Program supports full and prompt payment to New York producers. Licensed dealers file a bond or letter of credit with the Department as security for the covered farm-products transactions.

Who needs it
Dealers buying or receiving New York farm products from producers for wholesale resale, including covered brokers, processors and commission merchants. The program has exemptions and a licensing threshold that should be checked against the business's activities.
Who it protects
The Department describes security available for eligible producer losses when a licensed dealer fails to pay without reasonable cause, up to the available security. The bond does not insure the dealer's stock against damage.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Use the Department's amount for your business

The Department's licensing guidance addresses dealers buying or receiving more than $20,000 annually from New York producers for wholesale resale. It identifies exemptions, including specified cooperatives and livestock dealers registered and bonded under the federal Packers and Stockyards program.

The required security depends on the applicant's business volume and financial condition. Prepare your purchase-volume information and use the amount determined for your application. A federal registration or another state's dealer bond should not be substituted without checking the actual instructions.

Purchase Now opens Propeller in a new tab. Review the legal dealer name, security amount and effective dates during the application. After issuance, check the instrument and file it with the Department as instructed; the license application remains a separate step.

Questions about this bond

Does the rule cover every purchase of farm products?

The Department identifies a licensing threshold, covered activities and exemptions. Check your business's role and transactions rather than assuming every retailer, cooperative or livestock dealer has the same requirement.

How do I choose the bond amount?

Use the Department's determination for your volume and financial condition. This application link does not display a fixed sum or term to select.

Is the bond the Agricultural Producers Security Fund?

They are separate parts of the program. The Department describes the dealer's security and supplemental Fund protection separately; purchasing this bond does not establish a particular producer's eligibility for either.

Can I apply online?

Yes. Purchase Now opens the Propeller application in a new tab. Complete the bond application there, then follow the Department's instructions for the issued document and license.
