Norfolk, VA — Right Of Way - Option A: Install Roadway, Sidewalk, Curbing Etc. Bond

Norfolk's Public Works bond uses Option A for installing and constructing public infrastructure under an approved site plan or permit. Match the roadway, sidewalk, curb, drainage or other listed improvements to that undertaking rather than treating this as the street-cut or continuing utility option.

What this bond does

Secures the principal's permit compliance and satisfactory completion for the public infrastructure described under Option A of Norfolk's Public Works form.

Who needs it
Developers, contractors and permit applicants arranging security for the identified Option A public improvements in Norfolk, Virginia.
Who it protects
The City of Norfolk, Department of Public Works, is the named recipient. The form secures the covered permit obligations and city-protection undertaking, not every contract undertaken by the principal.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Identify the improvements and approved plan

Option A lists roadway, sidewalk, curbing, gutter, ADA ramps, stormwater, water and sewer infrastructure and street lighting. Prepare the addresses and approved site-plan and/or permit references for the actual improvements.

The same city form separately identifies Option B street cutting/tunneling, Option C utility installation/maintenance and other purposes. Some projects involve more than one activity; have Public Works confirm the required entries rather than selecting solely from the shortest catalog label.

City completion review controls active-permit release

The form requires compliance with permit conditions and satisfactory completion under the applicable ROW requirements. It says bonds securing specified active permits may be canceled only upon satisfactory completion as determined by Public Works.

Do not import Option C's all-times utility security into every Option A project, or assume that contractor completion automatically releases this bond. Obtain the city's decision for the covered permits and confirm any continuing facilities or replacement-security requirement that applies.

Issue the correct undertaking and file the original

The form leaves the amount blank. Obtain Public Works' amount, legal principal and required plan/permit entries, then use this page's existing Propeller Purchase Now option to confirm issuance of the city's requested instrument.

The city form requires an original sealed bond filed with Public Works, attached power-of-attorney authorization and the stated acknowledgments. Submit the executed document as directed and obtain the separate work permits; buying the bond is not approval to start construction.

Sources

Have these ready

  1. Identify the legal principal, improvement addresses and approved site-plan/permit references.
  2. Confirm Option A and any additional required activities with Public Works.
  3. Obtain the required amount and arrange city-form execution, seals, acknowledgments and power of attorney.
  4. File the original, obtain work authorization and retain documented city completion/release decisions.

Questions about this bond

Is Option A limited to paving?

No. The city form also lists sidewalks, curbs, gutter, ADA ramps, stormwater, water/sewer infrastructure and lighting. Match the actual approved improvements.

Is Option A the same as the street-cut bond?

No. Norfolk assigns street cutting/tunneling to Option B. Have Public Works identify all required categories if your project includes both construction and cuts.

Is the bond released when my crew finishes?

The form ties cancellation of security for specified active permits to satisfactory completion determined by Public Works. Keep the city's acceptance and release decision, not just a contractor completion date.

What must be submitted after issuance?

The form requires the original sealed bond with power-of-attorney authorization and its acknowledgments. Follow Public Works' current filing directions and complete permit approval separately.
