What this bond does

Secures the principal's Norfolk permit obligations and satisfactory performance for street cutting or tunneling identified under Option B.

Who needs it
Contractors and permit applicants opening or tunneling beneath streets in Norfolk, Virginia.
Who it protects
The bond runs to the City of Norfolk, Department of Public Works, for the covered permit undertaking and associated city losses. It is not a general contractor-license bond or permission to leave utility facilities unbonded.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Match Option B to the actual street work

The city's form defines Option B as cutting street surfaces or tunneling under streets in accordance with the approved permit. Prepare the addresses, permit number and legal principal responsible for that work.

Option A concerns listed public infrastructure construction, while Option C concerns installing and maintaining utilities on, under or over the public way. Ask Public Works which categories apply when a street cut also installs a lasting utility; do not assume this Option B label covers every related undertaking.

Follow the permit through restoration and city review

The form requires compliance with the permit's terms and the applicable ROW Excavation and Restoration Manual in effect at issuance, together with satisfactory completion and the stated protection of the city.

Security for specified active permits may be canceled only upon satisfactory completion as determined by Public Works. There is no universal annual term, cancellation-notice interval or automatic release date stated for every Option B request. Obtain the city's decision for the actual work.

Arrange the city instrument, then obtain work authority

Public Works must supply the required amount and accepted permit entries; the city form leaves its amount blank. Use the existing Propeller Purchase Now option after the provider confirms it can issue that instrument for the correct principal and Option B scope.

Execute the form with the required seals and acknowledgments, attach the power-of-attorney authorization and file the original sealed bond with Public Works as directed. Obtain the street-work permit and any applicable traffic approvals separately before beginning.

Sources

Have these ready

  1. Identify the legal principal, street-cut/tunnel locations and approved permit references.
  2. Confirm Option B and any separate infrastructure or continuing-utility undertaking.
  3. Obtain the city's amount and arrange execution, seals, acknowledgments and power of attorney.
  4. File the original, complete work authorization and retain restoration/acceptance and release records.

Questions about this bond

Does Option B include tunneling?

Yes. The city's form expressly lists street-surface cutting or tunneling under streets under the approved permit.

Does this replace Option C for utilities left in the street?

Do not assume so. Option C separately addresses utility installation and maintenance with continuing security. Have Public Works confirm all required undertakings for the project.

When can active-permit security be canceled?

The form requires satisfactory completion determined by Public Works. Confirm the city's release decision instead of assuming a fixed term or release when the pavement is patched.

What happens after the provider issues the bond?

Complete the city-form execution and file the original sealed instrument with the required authorization and acknowledgments. Work authorization remains a separate city permit step.
