What this bond does

Provide the approved surety security required under Norristown’s excavation and repair provisions.

Who needs it
Applicants opening or excavating a Norristown street or right-of-way, including qualified public utilities.
Who it protects
The approved bond assures compliance with the excavation article, including required restoration. It does not replace separate insurance, contractor qualifications, traffic approval or the permit itself.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Use the correct security category

For ordinary work estimated at $5,000 or less, Section 278-31 requires a bond of at least $5,000. When estimated opening, excavation and restoration costs exceed $5,000, the bond equals those estimated costs.

The code separately sets $3,000 for a permit issued to a qualifying public utility. A limited Section 278-26 residential driveway/road-connection case instead uses cash escrow: resident-owned property, work no more than $5,000 and performed by that resident. Ask Public Works to classify your request.

Prepare the application and traffic plan

Identify the applicant, work location and opening/restoration estimate. The code requires a detailed traffic plan for ordinary street-opening applications, with an emergency exception.

Contractor qualification or Public Works licensing and required insurance are separate matters. The code’s 12-month contractor-license term does not establish this bond’s duration; the purchase option states no term.

Complete issuance and municipal approval

Compare the municipality’s required surety condition, principal, recipient, sum and dates with the provider application before using the purchase link. After issuance, file the executed bond as Public Works directs and obtain work authorization.

Emergency openings follow their own temporary-check and prompt bond-filing process in the code. An emergency does not make bond purchase a substitute for notifying the municipality and completing its required permit steps.

Questions about this bond

Is the ordinary bond always $5,000?

No. $5,000 is the minimum for ordinary estimated work at or below that amount; above it, the code uses estimated costs. Utility and limited resident cases differ.

Can every homeowner use the resident cash-escrow provision?

No. It is limited to the specified driveway/road-connection permit, resident ownership, resident-performed work and the stated cost ceiling.

Does a 12-month contractor license make this an annual bond?

No. Contractor licensing and surety duration are separate. Confirm the required bond condition and dates.
