What this bond does

Provide the security the City requests for a road-opening permit, with the applicant and work identified on the City's accepted form. Sewer repairs, lateral connections, utility work, and boring can involve the combined application, but the bond checklist specifically distinguishes road openings.

Who needs it
Contractors, property owners, utility companies, and other applicants seeking a City of Passaic road-opening approval. This City requirement should not be substituted for a Passaic County road permit.
Who it protects
The security relates to the approved opening and its restoration obligations. The City's packet separately requires liability insurance and a hold-harmless commitment; the surety bond does not replace those documents or authorize construction.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Identify the permit category first

The application includes road opening, road access, sewer connection, and trenching selections, with space to describe the actual activity. Engineering should confirm which selections apply to your project.

For road-opening permits only, the checklist specifies a $1,000 surety bond for a two-year period and allows a cash bond in lieu of surety. Do not extend that checklist entry automatically to every road-access or sidewalk-occupancy application.

Prepare the City's application documents

Gather the work-site address, applicant/company details, 24-hour emergency contact, work description, proposed dates, and opening sketch with dimensions. The insurance certificate must identify the City as additional insured and certificate holder and include the work-site address.

Check whether the road was paved within the past five years. Work on protected pavement needs the Municipal Engineer's written authorization under the packet's stated exceptions; having a bond does not waive that review.

Keep bond dates and restoration duties distinct

Use the existing Propeller application after confirming the City's form, principal, amount, and required bond dates. Submit the issued bond with the permit material as Engineering directs. Work requires an approved, issued permit, utility mark-outs, and the applicable traffic-control coordination.

The packet separately makes the permittee responsible for maintaining and repairing the opening for two years after Engineering accepts final restoration. Confirm how the bond must cover that obligation; do not assume two years from purchase is the same period.

Sources

Have these ready

  1. Confirm City of Passaic jurisdiction and the road-opening classification.
  2. Obtain the accepted $1,000 surety form and required two-year dates from Engineering.
  3. Prepare the work sketch, opening dimensions, applicant identity, schedule, and emergency contact.
  4. Arrange the insurance certificate, pavement-status review, traffic coordination, and required inspections.

Questions about this bond

Does every road-access application require this $1,000 bond?

The combined packet labels that bond requirement “For Road Opening Permit Only.” Have Engineering classify the work rather than applying it automatically to all uses of the form.

When does the City's two-year maintenance responsibility begin?

The statement of understanding starts that responsibility when the Passaic Division of Engineering accepts the final restoration. Confirm the required bond dates separately.

Can I start after the surety issues the bond?

No. The City's packet requires permit review, approval, and issuance before work, along with utility mark-outs and the required traffic-control coordination. Bond issuance is only part of preparation.
