What this bond does

This bond protects the Commonwealth of Pennsylvania and the public by providing financial recourse for monetary losses resulting from a messenger service's intentional or negligent actions, including the mishandling of funds, checks, or other negotiable instruments.

Who needs it
Applicants seeking to contract with PennDOT to operate as an official motor vehicle messenger service in Pennsylvania.
Who it protects
This bond provides coverage for the Commonwealth and individuals who suffer financial harm due to the messenger service's professional misconduct, such as negligence in document processing or the failure to properly manage payments handled on behalf of customers.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Understanding Bond Obligations

Each approved messenger service must maintain a bond in the amount of $50,000. If the messenger service has more than one location, additional bonds in the amount of $50,000 for each location, not to exceed $250,000 in the aggregate, must be submitted.

These bonds must be executed by a surety company authorized to transact business in Pennsylvania. The coverage remains active as long as the messenger service agreement is in effect, and any decrease in the bond amount may lead to the suspension of service operations.

Compliance and Operational Standards

In addition to maintaining the bond, messengers must satisfy extensive operational requirements, including background checks for all personnel and adherence to strict document processing timelines. Services must operate at least 20 hours per week and maintain secure storage facilities for all government forms and products.

The messenger service agreement is subject to audit by PennDOT or the Pennsylvania State Police. Non-compliance with service standards, such as failure to properly secure documents or mishandling of fees, may result in suspension or termination of the messenger contract.

Bond Filing and Maintenance

Applicants must file and maintain bond information (MV-375 or rider) with the Department. If the Department does not have current bond information on file, the messenger service must submit the original bond information.

If the bond is terminated or becomes unsatisfactory for any reason, the authorization to operate the messenger service will be suspended until the Contractor furnishes a satisfactory substitute bond.
