What this bond does

Provide the City of Raleigh with the contractor security associated with eligibility to work around its public streets, alongside the applicable right-of-way permit process.

Who needs it
Contractors arranging Raleigh street or right-of-way work for which the City requests its public-streets contractor bond.
Who it protects
The City form secures the principal's performance of the work's undertakings, conditions and ordinance duties. It is expressly not the City's infrastructure or stormwater surety form.

Choose from 2 options

Each option is a separate record. Where a term, bond amount, premium, or E&O limit is known, it is listed; match it to what your requirement asks for.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Use the public-streets contractor form

The City's form names Raleigh as obligee and states a minimum bond sum of $5,000. Confirm whether the City requires a higher sum for your work. Its Certificate of Eligibility language concerns work in, on, over, under or near public streets and alleys.

This page has a Propeller Work in Public Streets entry and an RLI Public Streets/Right of Way entry. Those names identify the available purchase routes, not proof that either provider's issued document matches every Raleigh requirement. Have the provider confirm the City form and applicant details before completing the application.

Keep bonding, insurance and permit approval separate

Raleigh directs applicants to start the right-of-way permit application in its portal before submitting supporting documents. Its guidance calls for contractor bonding and general liability insurance and distinguishes sidewalk, lane, full-street and other occupancy requests.

Confirm whether the street is City, State or private responsibility. An installation may also need an encroachment agreement. Receiving a bond does not issue the occupancy permit, approve a traffic plan or replace that agreement.

Check the end date and continuation filing

The bond has start and end date blanks. It may be extended with a surety-signed continuation certificate filed yearly with Raleigh; the City must receive it before the termination date. The form also calls for a notarized power of attorney.

Review the issued bond, deliver the required documents through the City's process and keep the filing record. A permit extension for unfinished work is a separate request and should not be treated as a bond continuation.

Have these ready

  1. Confirm the street authority and the City's public-streets bond request.
  2. Start the relevant right-of-way portal application and collect the required work or traffic plans.
  3. Give the provider the contractor's legal name, requested sum, dates and current City bond form.
  4. Arrange the required execution attachments, insurance and City filing; calendar any continuation deadline.

Questions about this bond

Is this Raleigh's infrastructure or stormwater bond?

No. The public-streets contractor form explicitly excludes those uses. Obtain the form named in your City's request rather than relying on the broader right-of-way title.

Why are there two purchase entries?

The catalog offers a Propeller Work in Public Streets entry and an RLI Public Streets/Right of Way entry. Compare the intended City form, principal, sum and dates with the provider before selecting; the labels alone do not establish identical terms.

Is $5,000 the amount for every job?

Raleigh publishes a $5,000 minimum. Ask the City to confirm the required sum for your work before issuance.

Does the bond renew automatically?

The City form allows extension by a surety-signed continuation certificate filed yearly and received before the stated termination date. Do not assume that extending a permit also extends the bond.
