What this bond does

Provide performance security accepted by the Rhode Island Department of Transportation for the applicable state-highway alteration permit.

Who needs it
Permittees altering state-highway access, curbs, sidewalks, drainage or other state right-of-way features.
Who it protects
Section 4.7 conditions the performance bond on faithful performance of permit work according to the applicable specifications and conditions, for the protection of RIDOT and the State of Rhode Island.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Use the permitted-work cost

The published PAPA Manual requires security before Physical Alteration Permit issuance. For alteration costs exceeding $25,000, it describes a performance bond for 100% of those costs; below that figure it addresses assets or other acceptable performance guarantees.

Ask RIDOT to determine the required security for your estimate, including any boundary case. The estimate can include private-property operations affecting the highway right-of-way, not merely the pavement cut.

Coordinate added work and the correct permit

RIDOT can require a higher penal sum or additional bond when permit work changes. Confirm the latest approved scope, cost estimate, permittee name and required condition before submitting the provider application.

The current RIDOT business page separates utility and Physical Alteration applications in its electronic system. Confirm which process applies; this performance offering does not itself authorize a utility installation or replace municipal approvals.

Submit acceptable security before issuance

Have the provider match the Department’s required condition and surety qualifications before purchase. Deliver the issued, executed security through RIDOT’s instructions and obtain the actual permit before ordinary work.

The manual separately discusses permit extensions and insurance. Neither the permit’s validity period nor the return of deposited assets establishes this bond’s cancellation or release rule. Confirm the executed condition and closeout requirements.

Questions about this bond

Is this always a fixed $25,000 bond?

No. The manual uses $25,000 as a cost threshold, not a universal penal sum. RIDOT must establish the required security for the actual work.

Can added work change the required security?

Yes. Section 4.7 permits an increased penal sum or an additional bond for added or modified work.

Does the bond purchase grant highway access?

No. Security issuance and RIDOT’s permit approval are separate.
