Union County, NJ — Road Opening Permit Bond

Union County's road-opening packet revised in August 2025 calls for cash security. Before ordering this Road Opening Permit Bond, ask the County whether it will accept the offered surety instrument for your work. A cash-bond schedule does not itself authorize that substitution.

What this bond does

Help the applicant match a County road-opening security requirement to the proposed excavation. County-road work is distinct from a Township of Union permit, even when the work is located within that township.

Who needs it
Applicants and construction parties planning an opening in a Union County road or right-of-way. The County application separately identifies the applicant, construction party, municipality, work location, and opening dimensions.
Who it protects
The County packet makes the applicant responsible for protecting the opening and maintaining temporary and final pavement. It allows the County to use cash security for necessary work and bill additional costs. Those cash provisions should not be represented as the terms of this surety offering.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Confirm cash versus surety before purchase

The current posted packet lists an $800 cash bond for openings up to 43 square feet. For larger openings, it lists $18.75 per square foot per opening; multiple openings have an $800 minimum each.

Roads paved within five years have a $10,000 minimum cash-security entry, or an amount determined by the County Engineer. Curb and bridge work have separate entries. Have the County classify and assess your project rather than transferring one category's amount to another.

Get written confirmation for the offered bond

The packet does not establish acceptance of this Propeller surety bond in place of cash. Obtain the County's confirmation, required form, named principal, and amount before continuing through the existing application.

If a surety is accepted, verify its dates and submission requirements with the County and have the issued document accepted for the permit. Do not assume that purchasing it satisfies the cash deposit shown in the packet.

Permit authorization and cash release are separate steps

The application is made before work starts except for the packet's emergency provision, and the approved signed permit must be available on site. Check traffic plans, County inspection notice, insurance documentation, seasonal restrictions, and any tree-disturbance approval for the actual work.

The packet describes County reinspection one year after final restoration and return of cash if restoration is satisfactory. That is a cash-release condition measured from final restoration, not proof of a one-year surety term or automatic bond cancellation.

Have these ready

  1. Confirm County road jurisdiction, municipality, work location, and opening dimensions.
  2. Identify separate openings, pavement age, and any curb, bridge, traffic, or tree impacts.
  3. Ask whether surety is accepted instead of the posted cash requirement.
  4. Obtain the accepted form, amount, principal, dates, filing instructions, and permit conditions before applying.

Questions about this bond

Can I buy an $800 surety bond instead of posting cash?

The posted County packet specifies cash security. Acceptance of this surety offering as a substitute remains unconfirmed; obtain County approval before ordering.

Is $800 enough for several openings?

The cash schedule lists a minimum of $800 for each opening, not one $800 amount covering all openings. Larger openings and newly paved roads have different entries.

Does the one-year return provision establish this bond's term?

No. It concerns cash returned after reinspection one year after final restoration, if satisfactory. The accepted surety's duration and release conditions must be confirmed separately.
