Virginia — Weighpersons Bond

VDOT directs that the weighperson bond be issued in the producer firm's name, not the individual weighperson's name. It concerns quantities of material furnished by weight for Department work rather than the quality of construction.

What this bond does

Secure the producer's measurement duties and indemnity to the Commonwealth under VDOT's weighperson surety undertaking.

Who needs it
Contractors and producers furnishing material by weight for VDOT work, with certified weighpersons operating at the shipping source. Confirm the legal producer firm and responsible District Materials Engineer before applying.
Who it protects
The TL-103 model in VDOT's current manual names the Commonwealth of Virginia as obligee for $10,000. Its condition is faithful performance of the specified measurement duties and indemnity to the Commonwealth, not a guarantee of every construction obligation.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Details

The April 2026 Bonded Weigh Program manual requires certified and bonded weighpersons for material furnished by weight for Department work. Section 4.1 instructs the producer firm to be the named principal. Send a legible physical or electronic bond copy to the DME for the district containing the shipping source and post a copy at the work area; personal certification is a separate process.

The included TL-103 undertaking is $10,000 to the Commonwealth and continues with anniversary renewal. Its stated termination provision requires 60 days' written notice by registered mail to the obligee. The manual requires a continuation certificate or new bond upon expiry or material change; a continuation must carry the exact original name and bond number. Do not turn a change of weighperson into an instruction to name the employee as principal.

Purchase Now opens Propeller's Virginia weighpersons application in a new tab. Bring the written VDOT request, accepted TL-103 form, legal producer entity, shipping-source district, bond number if continuing, amount and effective date. Confirm the form and current execution instructions before paying. Submit the required copy or continuation to the DME, post it as instructed and retain acceptance; purchase does not certify a person or approve a scale.

  2. Identify the shipping source and its VDOT district/District Materials Engineer.
  3. Have the accepted TL-103 form, $10,000 requirement, effective date and existing bond number for continuation available.
  4. Arrange the required physical or electronic copy, work-area posting and separate personal certification and scale-compliance checks.

Questions about this bond

Should the individual weighperson be the named principal?

Section 4.1 of VDOT's April 2026 manual says the bond is issued in the producer firm's name rather than the weighpersons' names. Individuals still need the Department's certification.

Where does VDOT require the bond copy?

The manual allows a legible physical or electronic copy to the DME for the district containing the shipping source and requires posting at the work area. Do not assume physical-only delivery.

What must a continuation certificate identify?

The exact name and bond number on the original surety bond. Submit the required continuation or new bond when the bond expires or materially changes.

Does this bond approve the scale or guarantee construction quality?

No. It secures the measurement-duty and Commonwealth-indemnity condition in the undertaking. Scale compliance, weighperson certification and the project's other construction obligations remain separate.
