Winona MN, MN — Right Of Way Excavation Bond

Winona's selected 2026 licensing packet uses a $10,000 continuing General License Bond with a right-of-way excavation category. Match that work category and your registered business name before applying. The continuing bond and annual licence paperwork do not replace the City's separate excavation permit.

What this bond does

Support the City of Winona, Minnesota ROW excavation licence/registration obligation identified in its actual licensing packet.

Who needs it
The legal Winona ROW excavation applicant; a drainlayer or concrete applicant must also select the actual work categories being sought.
Who it protects
The City form protects Winona and persons suffering damages from breach of its conditions. It addresses faithful performance of the selected licensed work, applicable code/permit compliance and the stated City indemnity, not an unrestricted guarantee for every construction contract.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Select ROW excavation on the City form

The packet distinguishes right-of-way excavation, connections to water/sewers/drains, and concrete work. Check the categories actually requested; the contractor's licence authorizes only work applied for and approved.

Form 4 names the City of Winona and requires $10,000. It is continuing until cancelled, rather than expiring automatically with the annual licence. The packet's 2026 cover gives December 31, 2026 for licence expiry; the website body still contains older year labels.

The bond's cancellation clause calls for 30 days' written notice to the principal and City by certified mail, return receipt requested. It preserves liabilities incurred or accrued before the notice period ends; cancellation is not a release of earlier obligations.

Prepare the original bond and obtain the excavation permit

Match the principal's name to the licensee. The checklist requires the City bond form in hard-copy original, signatures/notarization and witnesses, surety acknowledgment and the agent's power of attorney. If Engineering already holds a current bond, the 2026 cover says it need not be sent again.

Purchase Now opens Propeller. Its option does not publish a fixed amount or term; use the City's form and confirm the completed instrument before arranging the original's delivery. Keep insurance and workers-compensation evidence separate. The packet's insurance checklist and older sample contain differing figures, so confirm the current insurance requirement with Engineering.

Prepare the excavation location, facilities, method, dimensions and proposed dates for the separate permit. The application prohibits starting before approval and issuance. Obtain inspection and restoration acceptance under the actual permit; annual registration or online bond purchase is not work authorization.
