California — Pawnbroker Bond

California’s standard pawnbroker licensing security under Financial Code 21303 is a two-year, nonrevocable $20,000 bond to the State. Before applying through The Southern Agency, identify that request separately from the financial-qualification security described in Section 21304. They are not interchangeable.

What this bond does

The $20,000 undertaking supports issuance or renewal and is filed with the local licensing authority. Its specific purpose is protecting redemption of pledged property in the criminal-conduct circumstances described by Section 21303—not guaranteeing every pawnshop transaction.

Who needs it
The individual or business seeking or renewing a California pawnbroker license at the licensed premises. Match the legal applicant, location and actual statutory request rather than a secondhand-dealer description alone.
Who it protects
Section 21303 protects a pledgor when pledged property is unavailable for redemption because of the pawnbroker’s criminal negligence, criminal malfeasance or other criminal conduct, and the pledgor has performed the loan contract’s redemption conditions. The pledgor carries the statutory clear-and-convincing proof burden for that performance.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

State beneficiary, local licensing authority

The $20,000 bond is in favor of the State of California but goes to the issuing licensing authority. Current Section 21300 identifies the chief of police, sheriff or, where appropriate, police commission; purchase through The Southern Agency does not issue that local license.

Section 21301 ties the license to the designated business location and addresses storage locations. Have the exact applicant, licensed premises, and applicable storage arrangements ready for the licensing request. Do not assume a bond alone approves a new location or transfer.

Separate redemption protection from financial qualification

Section 21304 separately addresses liquid assets available for each licensed business. Where it applies, it describes $100,000 in liquid assets or alternative $100,000 nonrevocable security/deposit arrangements. That is a different qualification from the $20,000 redemption-protection bond.

If your authority asks for that separate financial security, identify its actual accepted form and conditions before using a generic pawnbroker listing. This purchase option supplies no amount or term label, and it should not be assumed to cover both requirements.

Match the issued document and current application records

Purchase Now opens Propeller in a new tab. Match the principal, State wording, requested statutory basis/sum, and accepted dates before completing the application. For Section 21303, the law specifies a two-year nonrevocable instrument; that does not create a selectable term label on this page. Review the issued document and deliver it through the local licensing authority’s accepted process.

For 2026 new licenses and renewals, current Section 21303.5 also calls for at least eight hours of council-approved education and the council’s completion certificate. Keep that licensing evidence separate from the surety application; purchasing a bond does not complete the education requirement.

Sources

Have these ready

  1. Legal pawnbroker applicant and exact licensed premises/storage arrangements.
  2. Local authority’s request identifying Section 21303 protection versus any separate 21304 financial-qualification security.
  3. Accepted principal, State wording, sum, execution, and actual two-year dates for the 21303 instrument.
  4. Current licensing/renewal records and applicable 2026 council-approved education certificate.

Questions about this bond

Does the $20,000 instrument cover every missing or damaged pledge?

No. Section 21303(b) identifies property unavailable for redemption due to criminal negligence, criminal malfeasance or other criminal conduct, with the pledgor meeting the loan contract’s redemption conditions. It is not a blanket property policy.

Does it replace the separate financial-qualification evidence?

No. Section 21304 is a distinct liquid-assets/alternative-security rule, with its own applicability. Do not assume the $20,000 redemption-protection undertaking satisfies a request under that section.

Does buying the bond finish the 2026 education step?

No. Current Section 21303.5 calls for at least eight hours of approved education for new licenses and renewals from January 1, 2026, with the council’s certificate going to the licensing agency. This is separate from issuing the bond.
