California — Subhaulers, Sub-Subhaulers And Lessor-Employees Bond

This payment security addresses amounts a carrier owes its subhaulers and sub-subhaulers for transportation, or its lessor-employees for equipment rental. Match the carrier responsible for payment to the applicable General Order 102-H requirement. The Bureau's 2025 household-mover compilation retains the order; its legacy Commission wording is not proof that every California trucking business has the same filing duty.

What this bond does

Secure the covered carrier's payment of agreed transportation and equipment-rental claims owed to the subhaulers, sub-subhaulers and lessor-employees protected by General Order 102-H.

Who needs it
Prime or intermediate carriers engaging underlying carriers, and carrier employers leasing equipment from their lessor-employees. The carrier owing the covered charges files as principal. Confirm the actual operating authority and current filing instructions, particularly outside the household-mover context.
Who it protects
General Order 102-H benefits the persons or businesses serving as the principal's subhaulers, sub-subhaulers or lessor-employees of equipment. It secures their unpaid covered transportation or rental claims. This is distinct from the carrier's separate responsibility for customers' lost or damaged household goods.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Details for subhaul and equipment-rental payment security

The Bureau of Household Goods and Services publishes General Order 102-H in its 2025 Household Movers Act compilation. Business and Professions Code section 19228 carries forward the relevant former Commission rules for household movers pending implementing regulations. Match the current Bureau or other actual requesting authority and covered operation; do not use an old Commission address or assume the former highway-carrier wording creates a universal present-day trucking mandate.

The order requires a good and sufficient bond of at least $15,000, filed by the carrier as principal with a qualified surety authorized in California. It covers the full extent of the carrier's operations and can cover more than one operative authority held by the same carrier. Revise or reissue it to cover additional authority. An intermediate subhauler that engages a further carrier can itself be the prime carrier responsible for those downstream charges.

Keep the signed written subhaul or equipment lease agreement, agreed charges and setoffs, authority identifiers, proof of delivery and payment records. The order requires the writing before or within five days after service or the lease begins, including the surety's name and address and bond expiration date. It says the carrier's failure to provide that agreement is not itself a reason to reject or deny a surety claim.

Payment, claim and cancellation periods are separate. The order's 60-day claim-filing provision refers to shipment completion, lease termination or payment falling due under its payment rules; the claimant files with the surety and notifies the regulator. Suit against the surety is due within one year after the claim is filed. Surety cancellation takes effect 30 days after the regulator receives notice. Preserve the actual triggering records and confirm current filing directions rather than treating any one period as an annual bond term.

Questions about this bond

Who files the bond: the carrier or the unpaid subhauler?

Under the order, the carrier responsible for covered charges files as principal. The protected subhauler or lessor-employee may make a claim for unpaid amounts. An intermediate subhauler can itself be a prime carrier when it engages another carrier; match the actual agreement and payment obligation.

Is this the same as protection for damaged customer goods?

No. This security addresses covered transportation or equipment-rental amounts owed to underlying carriers or lessor-employees. The Household Movers Act separately addresses responsibility for loss or damage caused by a subhauler. Do not substitute this payment bond for those obligations or required insurance.

Propeller's California subhaulers, sub-subhaulers and lessor-employees application opens in a new tab. Deliver the issued undertaking through current instructions; provider payment does not authorize a subhauler or settle outstanding transport or rental charges.
