What this bond does

City-requested License and Permit security for the actual Carmel ROW/easement authorization.

Who needs it
The City ROW permit applicant responsible for the identified construction, access, utility or traffic/pedestrian restriction.
Who it protects
The City is the stated bond payee. The accepted issued instrument defines the secured permit duties; it is not coverage of every promise on a private construction contract.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Include construction access, not just a street opening

Carmel's current guidance covers construction, excavation, aerial utilities, vehicle/pedestrian traffic restrictions and construction entrances in dedicated ROW and easements. It also applies to private-property construction using equipment of skid-steer size or larger accessed from a public street or alley, including an existing driveway.

Describe the equipment access, work limits and affected public space. Closures, pavement/curb cuts, aerial installations and certain encroachments may need Board of Public Works and Safety approval before the ROW permit. Have Engineering identify the actual approval path rather than treating the bond as that approval.

Match the security and complete the separate City process

The current City page sets a $5,000 minimum, permits larger project-based requirements and says coverage must last for the permitted project. Blanket coverage can serve frequent applicants' multiple permits; that does not establish a fixed annual provider term or automatically include every future activity.

Purchase Now opens Propeller; the option displays no fixed amount or term. Provide Engineering's actual accepted form, legal principal/City payee, required sum, project dates and single-project or blanket scope. File valid security with Engineering using its actual instructions.

Submit the separate City permit electronically through its online portal; the City requires an account with a valid email address. Obtain any preceding approvals and the actual ROW permit before relying on work permission. Coordinate completion, acceptance and any necessary continuation/release under the accepted documents.

Sources

Have these ready

  1. Actual Carmel ROW/easement use, equipment/access route, location, limits and traffic/pedestrian effects.
  2. Engineering direction on any preceding BPW approval and actual required sum, not an automatic $5,000 ceiling.
  3. Legal principal/City payee, accepted form/dates and actual project versus blanket permit coverage.
  4. City portal application, valid Engineering filing, actual authorization and completion/continuation or release conditions.

Questions about this bond

Is $5,000 enough for every Carmel project?

No. The City describes that as a minimum and may require more based on project scope. Obtain Engineering's assigned security.

Does using an existing driveway avoid the ROW process?

Not necessarily. Carmel's guidance includes private construction using skid-steer-size or larger equipment accessed from a public street/alley, even through an existing driveway.

Does blanket coverage mean a confirmed annual provider term?

No fixed term is displayed. The City allows blanket coverage for multiple permits and requires coverage through the permitted project; match the issued dates and actual permit scope.
