Colorado — Collection Agency Bond

Colorado collection agencies use this bond for the financial responsibility part of licensing through the Department of Law. Match the agency's legal name, all registered DBAs and the amount required under the current rules. Debt buyers have a bond exception in the Department's guidance, not a blanket exemption from collection agency licensing.

What this bond does

The Department's current bond secures payment of client collection proceeds, less the agreed collection charges, and return of client notes, valuable papers and evidence of indebtedness on written demand. It also conditions the agency's obligation on compliance with the Colorado Fair Debt Collection Practices Act and the Administrator's licensing rules.

Who needs it
Collection agencies that must provide Colorado financial responsibility, including qualifying out-of-state agencies. Check the actual activities and applicable exceptions before ordering. A business collecting only commercial, business, investment or agricultural debts is treated differently from a consumer collection agency under the Department's licensing guidance.
Who it protects
The bond runs to the Colorado Attorney General for the people of Colorado and the CFDCPA Administrator, for the benefit of clients entrusting accounts to the agency. The model addresses verified unpaid client claims through the Administrator, and the surety's aggregate liability is limited to the bond amount. Do not reduce its full condition to a promise of general business liability coverage.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Details

Start with whether financial responsibility applies to the agency's work. The Department says licensed agencies other than debt buyers must provide a surety bond or cash security, with the amount varying by collections. Use the amount required under section 5-16-124 and Rule 3.04, rather than treating another state's fixed sum or an old application packet as the current instruction.

The currently posted February 2026 model covers more than missing remittances. It requires accounting and payment of collection proceeds under client agreements, return of deposited notes and valuable papers on written demand, and compliance with the CFDCPA and the Administrator's rules. Its verified-claim provisions contemplate payment to the Administrator for unpaid clients, not an automatic payment to every person making a complaint.

Use the March 2026 checklist and Department of Law Licensing portal. Upload the executed bond in the Financial Responsibility section. Only the principal place of business is licensed under the checklist, but branch locations must be disclosed. The Colorado local office, collections manager, financial statement and trust-account documentation are separate requirements; purchasing the bond does not complete them.

The model requires written termination or reduction notice by registered U.S. mail to both the agency and Administrator. Future-act termination takes effect 30 days after the Administrator receives the notice, or on the later date specified. Earlier liability is not released, and the model continues prior-act liability for two years after the agency's license is surrendered, revoked or expires. That claim-related period is not a two-year purchase term.

Purchase Now opens Propeller's Colorado collection agency application in a new tab. Bring the exact applicant name, registered DBAs, required sum and intended effective date; the model uses the execution date if its effective-date field is blank. Obtain the authorized agency and surety signatures, surety seal and attached power of attorney, then upload the completed bond. The licensing application is not submitted until every designated signatory has returned its electronic signature.

Questions about this bond

Do debt buyers have to buy this bond to get licensed?

The Department's creditor-client guidance excepts debt buyers from its bond or cash-security requirement. Its licensing guidance still includes debt and judgment buyers. Confirm the agency's actual activities rather than treating the bond exception as an exemption from licensing.

Does the bond cover only unpaid client collections?

The current model also requires return of client notes, valuable papers and evidence of indebtedness on written demand, and compliance with the CFDCPA and the Administrator's rules. Read the complete condition rather than treating the bond as remittance-only security.

Does buying the bond submit the license application?

The executed bond is one upload in the Department's Licensing portal. The March 2026 checklist requires separate documents and says the application is not considered submitted until all designated signatories electronically sign it. Bond purchase is not license approval.
