Hawaii — Collection Agency Bond
Hawaii's standard collection agency registration uses Bond Form CA-02. DCCA requires $25,000 for the first office and $15,000 for each additional Hawaii office, with a completed bond for each location. Confirm which office your application covers before ordering.

What this bond does
The bond backs the agency's duty to account for collections and pay clients the net proceeds due within 30 days after the calendar month ends. It also secures compliance with Chapter 443B, its rules and other statutes governing collection agencies.
- Who needs it
- Agencies following DCCA's collection agency registration process, including first-office and branch-office applicants. The standard registration requires a Hawaii business office and a designated principal collector. An out-of-state designation has a separate application; establish your registration category with DCCA rather than assuming those office requirements or any exemption apply.
- Who it protects
- The agency and surety are jointly and severally bound to the State of Hawaii. The DCCA Director or a person damaged by a breach of the bond's conditions may bring an action on it. The surety's aggregate liability cannot exceed the bond amount.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Questions about this bond
Does one bond cover every office?
DCCA's instructions call for a completed CA-02 for each office: $25,000 for the first office and $15,000 for each additional Hawaii office. Match the issued bond to the location in your application.
Does the bond end at the registration renewal date?
CA-02 is continuous. Registration renews by June 30 of even-numbered years, while the bond must remain in force. Its surety-cancellation procedure requires at least 60 days' delivered notice to the agency and DCCA Director.
Who must sign before I file CA-02?
Both the applicant and surety must complete and notarize page 2. Complete the rest of the form as well and attach a Power of Attorney if applicable. Missing execution details can delay DCCA's processing.
