Iowa — Alternative Nicotine Or Vapor Product Delivery Seller Permit Bond

Iowa requires a separate Delivery Seller Permit and $1,000 security for businesses selling vapor or alternative-nicotine products to Iowa consumers by internet, phone or mail. An existing over-the-counter retail permit does not cover that delivery activity.

What this bond does

Match the actual delivery seller, permitted place and products to the Department of Revenue's state-issued delivery permit. Use GovConnectIowa for the application and bond filing rather than treating a downloaded paper permit application as a valid submission.

Who needs it
In-state or out-of-state sellers making delivery sales of vapor or alternative-nicotine products to Iowa purchasers. The Department distinguishes this permit from local retail permits and the separate glass/metal device-delivery programme.
Who it protects
Section 453A.14 makes state-permit security payable to Iowa for taxes, damages, fines, penalties and costs adjudged against the permit holder for violations of the applicable subchapter. It protects the state; it does not promise that each product or delivery method is lawful.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Details for an Iowa delivery-seller permit

The Department identifies a $1,000 delivery-seller bond and June 30 annual permit expiry. The state application identifies Delivery Seller class 611. Establish each actual place/duplicate permit and, for an out-of-state seller, the principal place addressed by section 453A.13.

Current Department guidance requires a separate delivery-seller permit even when the business already holds an over-the-counter or vending retail permit. It also says traditional cigarette/tobacco delivery sales are prohibited; this vapor/alternative-nicotine permit should not be used as cigarette-shipping permission.

Section 453A.47B requires verification before sale that the purchaser is at least twenty-one, using the specified database or government-ID method. Delivery must require a person aged at least twenty-one to sign before the package is released. Verification at ordering and an adult signature at delivery are separate steps.

Use the Director-approved state bond condition in section 453A.14. Its protection concerns adjudged taxes, damages, fines, penalties and costs under the applicable subchapter; do not replace it with the tobacco-distributor's separate tax/interest condition.

GovConnectIowa is the current filing route for permit applications and bonds, including the Department's 70-031 bond. The electronic-filing guidance requires advance approval for another method. A still-downloadable 70-015 paper application does not waive that requirement.

Section 453A.14 allows a demanded replacement/additional bond when security becomes insufficient or the surety unsatisfactory, supplied within ten days after demand. That is a replacement-demand period, not a general surety-cancellation rule. Match the accepted bond period separately from the permit's June 30 expiry.

Purchase Now opens Propeller's Iowa delivery-seller application in a new tab. Match the legal seller, delivery activity, required security and accepted dates, then complete Department electronic filing, sales/use registration and permit approval. Provider payment does not approve every brand, sales channel or delivery.

Questions about this bond

Does my ordinary retail permit cover internet deliveries?

The Department requires a separate delivery-seller permit for vapor/alternative-nicotine delivery sales even when the business has an over-the-counter or vending retail permit.

Can any person sign for the package?

Section 453A.47B requires a person aged at least twenty-one to sign before release. The purchaser must also be age-verified before sale through an accepted method.

Can I simply mail the downloaded application and bond?

Current Department guidance requires electronic filing through GovConnectIowa, with advance permission for another method. The continued availability of a paper application does not supply that permission.
