Iowa — Cigarette Manufacturer Permit Bond

Iowa defines a cigarette manufacturer as a person shipping cigarettes into the state from outside it. Its current manufacturer-permit bond is $5,000. Confirm that classification with Revenue before applying, especially if your business also handles distribution.

What this bond does

Section 453A.14 requires an approved bond before Iowa issues a manufacturer's permit. The current bond rule sets $5,000 for that class; a general state-permit floor or another distributor's bond amount is not the manufacturer requirement.

Who needs it
Businesses arranging an Iowa manufacturer permit for the statutory shipping role. Iowa's definition differs from the everyday idea of a factory: its distributor definition includes in-state manufacture or production for first sale.
Who it protects
The bond is in favor of Iowa and requires payment of taxes, damages, fines, penalties and costs adjudged against the permit holder for violations of the cigarette subchapter. This is state compliance security, not product-liability insurance or protection for the manufacturer's commercial customers.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Details for Iowa's manufacturer-permit class

Start with the statutory role, not the business name on your letterhead. Section 453A.1 defines manufacturer by shipping cigarettes into Iowa from another state. Explain your shipping, production and first-sale activities to Revenue so it can identify the permits you actually need.

The manufacturer's $5,000 amount appears in both section 453A.14 and current rule 231.3. Do not substitute the $500 general state-permit floor, the $2,500 wholesaler/distributor amount or the separate interstate-business security merely because one appears elsewhere in the same law.

Additional activities can require additional permit types and security. Rule 231.3 allows separate bonds or eligible aggregate security for genuinely required combinations. Have Revenue confirm your actual duties and accepted instrument before assuming the manufacturer bond replaces distribution or retail requirements.

Subchapter permits expire June 30, and the current bond law requires electronic filing on the Director's prescribed form. Arrange the accepted principal, surety and dates using Revenue's current directions. The statute's ten-day period is for supplying new or additional security after a demand, not a general surety-cancellation period.

Manufacturers can also have prescribed recordkeeping and reporting duties. Section 453A.15 provides for retained cigarette transaction records and required reports, with electronic report filing. Buying security does not replace those ongoing obligations or approve a particular cigarette shipment.

Purchase Now opens Propeller's Iowa manufacturer-permit application in a new tab. Match the statutory class, legal applicant and Revenue's required amount, then complete the state permit and security filing separately. Provider payment does not issue an Iowa permit or authorize all distribution activities.

Questions about this bond

Does manufacturer mean only a factory in Iowa?

No. Section 453A.1 defines manufacturer as a person shipping cigarettes into Iowa from outside the state. Its distributor definition includes in-state production for first sale. Have Revenue match your actual operations to the correct permits.

Is the manufacturer amount $500 or $5,000?

The manufacturer requirement is $5,000 under the current statute and rule. The $500 amount is a general state-permit floor, not the manufacturer class.

Does this bond cover every permit my business needs?

Do not assume so. Additional genuine permit classes can carry cumulative security requirements. Revenue can confirm whether separate bonds or an eligible aggregate instrument satisfies your particular combination.

Does the ten-day provision mean I can cancel on ten days' notice?

No. Section 453A.14 uses ten days for responding to the Director's demand for new or additional security. Follow the accepted bond and Revenue's actual cancellation or replacement instructions.
