What this bond does

Arrange accepted security for the identified Memphis highway-work permit or contract request.

Who needs it
Applicants with a Memphis highway-work security request that must be matched to the correct city permit or improvement contract.
Who it protects
The accepted condition defines the protected city undertaking. Engineering's project classification and as-built release process do not independently establish the scope of RLI's issued Highway Permit condition.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Permit Request Procedures

All permit requests and plan reviews for private developments must be submitted electronically through the Accela 901 Portal. Paper submittals are not accepted by the Division of Engineering.

Applicants requiring assistance with the submittal or review process should contact the Plans Review Coordinator. In-person meetings are available by appointment only.

Identify the permit or improvement contract

The September 2026 standards describe ROW permits for work in city ROW/easements not exceeding $25,000 in construction costs. Larger work requires a Standard Improvements Contract and Council approval. Have Land Development classify your request; that cost boundary is not this option's bond amount.

Confirm whether the named principal is the owner/developer or contractor and obtain the required condition. A city/county building permit does not authorize alteration of city-maintained ROW, and this listing supplies no fixed sum or term.

Match the request, then purchase

Have RLI compare the actual highway permit/contract request, recipient, condition, sum and dates before purchase. After issuance, complete execution and file through the receiving office's instructions, then obtain the work authorization.

The city's developer-bond release process starts only after a fully passed final inspection and completion of the as-built review/returned revised mylars. Contract projects also go to Council. Confirm which closeout applies to the actual condition rather than treating a finished job as automatic release.

Sources

Have these ready

  1. Actual city highway/ROW permit or improvement-contract request and accepted condition.
  2. Owner/developer or contractor legal principal, location, plans and receiving office.
  3. Assigned sum, dates, execution/filing and project inspection/as-built closeout instructions.

Questions about this bond

How do I submit a permit request?

Permit requests must be submitted through the 901 Portal using the Accela platform.

Does the city's $25,000 project threshold set this bond amount?

No. Memphis' 2026 guide distinguishes ROW permits for work not exceeding $25,000 in construction costs from larger Standard Improvements Contracts. That threshold is not a verified bond sum.

Does the building permit approve the highway work?

No. Memphis expressly says the building permit does not authorize alterations or improvements to city-maintained ROW.

How do I purchase this offering?

Have RLI compare the actual recipient, highway permit or contract, required condition, sum and dates before using this offering. Return the executed security through the receiving office's instructions; purchase is not authorization.
