Navarro County Commissioners Court, TX — Right Of Way Bond

Confirm whether Navarro County is requesting security for a utility installation or for special heavy-vehicle road use. The county publishes different requirements for those activities; the Commissioners Court title alone does not identify which form this purchase must satisfy.

What this bond does

Addresses the Navarro County road/ROW security in the applicant's written request, after confirming the exact covered activity and instrument.

Who needs it
Utility-construction applicants or road users specifically asked by Navarro County to provide security for the affected county road and precinct.
Who it protects
The reviewed county materials concern road restoration and damage repair. The accepted bond must identify the particular duty; this is not a general guarantee of all construction or vehicle operations in the county.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Special heavy-vehicle use has its own county order

The October 2023 Special Road Use order addresses heavy traffic beyond normal anticipated road use, including oil/gas activity and heavy commodity transport. When the Commissioners Court determines that such use may seriously damage or destroy a road, the order calls for $100,000 per mile payable to the Commissioners Court for road repair. Do not apply that amount to every utility crossing.

Utility construction follows the affected precinct's review

A published utility-easement application requires a location map, utility description, road relationship, bore/encasement details and proposed dates. Its conditions allow the precinct commissioner to require a repair/damage bond in an amount determined for the job, rather than stating the heavy-use order's per-mile amount.

The utility conditions call for restoration of disturbed ROW, drainage protection and notification to the commissioner after crossing or parallel construction so an inspection can be made. These installation conditions should not be presented as the terms of a heavy-haul instrument.

Resolve the instrument before purchase

Give the county the road segment, precinct, utility installation or vehicle-use description and requested principal. Obtain the applicable form and amount, then confirm that the existing Propeller option can issue that instrument.

After issuance, submit the required bond for county acceptance and obtain the applicable road-use or utility approval. A bond receipt does not grant an easement or approve use of a city or state-maintained road.

  2. Provide the county road segment, affected precinct, plans/route and proposed dates.
  3. Obtain the exact county form, required amount, recipient and covered obligation.
  4. Confirm the option's instrument match before issuance, then complete county acceptance and approval.

Questions about this bond

Does the $100,000-per-mile order apply to every ROW project?

No. It addresses the Commissioners Court's determination about specified heavy road use. The reviewed utility application instead allows a job-specific damage/repair bond amount set by the precinct commissioner.

Who reviews a utility crossing or parallel installation?

The published utility application identifies county review and conditions tied to the affected precinct commissioner, including inspection notification after the work.

Is this option confirmed for both kinds of request?

No automatic interchangeability is established. Obtain the exact county instrument and confirm it against the provider option before purchasing.
