What this bond does

Arrange the blanket improvement-damage security identified in an NMSLO right-of-way easement application. This is an easement requirement for State Trust Lands, not a city street-opening permit or a blanket contractor license.

Who needs it
A proposed right-of-way grantee arranging damage security for multiple State Trust Land easements. Confirm the legal principal and how the Bureau will record the covered easements, including any existing blanket bond number.
Who it protects
The application describes security for damages that might occur to a surface lessee's improvements on state land. Use the Bureau's accepted instrument to identify the actual covered obligations; blanket does not establish unlimited coverage or automatically include every future use.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Match blanket security to the easements

The packet lists $5,000 for single-easement improvement-damage coverage and $25,000 for blanket coverage of more than one right-of-way easement. Confirm the blanket arrangement and whether an existing bond is accepted before ordering another.

The application asks for the applicable bond number and allows surety or cash security. Oil and Gas Mega Bonds do not fulfill this improvement-damage requirement. Do not assume another State Land Office bond can be substituted merely because the principal is the same.

Produced/treated water lines have separate reclamation security

The packet separately lists reclamation bonds for produced/treated water lines: $25,000 single and $250,000 blanket. Those figures belong to a different requirement from the $25,000 blanket improvement-damage bond.

Describe the easement use accurately so the Bureau can identify both requirements when applicable. The application says multiple use purposes must be applied for separately; blanket security is not permission to combine different uses into one application.

File the bond with the easement material

Prepare the current signed and notarized application, required survey plats and digital location files, cultural-resource documents, and applicable agent authorization and business-registration details. The packet requires a one-mile buffer layer in the submitted shape files.

After confirming the bond instructions, continue through the existing Propeller application and submit the issued document as the Bureau directs. Staff processing includes surface-lessee notice and onsite inspection. Construction cannot begin until the Commissioner signs the easement; blanket bond issuance does not grant construction or survey-entry authority.

Sources

Have these ready

  1. Identify the proposed grantee and all easements for the requested blanket arrangement.
  2. Check any existing blanket bond number and obtain the Bureau's accepted instrument and filing instructions.
  3. Separate improvement-damage security from any produced/treated water-line reclamation requirement.
  4. Prepare current application, survey/digital files, cultural documentation, authorized signatures, and applicable entity information.

Questions about this bond

Is the blanket damage amount $25,000 for each easement?

The packet lists $25,000 blanket improvement-damage coverage for more than one right-of-way easement, alongside $5,000 single-easement coverage. Have the Bureau confirm the covered easements and form; do not infer per-easement limits or unlimited capacity.

Can an Oil and Gas Mega Bond satisfy this requirement?

No. The right-of-way checklist expressly says O&G Mega Bonds do not fulfill the required damage-improvement bonding.

Does this $25,000 blanket damage bond also satisfy blanket water-line reclamation?

No such substitution is established. The packet separately identifies $250,000 blanket reclamation security for produced/treated water lines. Confirm the applicable instruments with the Bureau.

Can work begin once the blanket bond is issued?

Not on that basis. The easement must be signed by the Commissioner before construction begins. Permission for surveys or entry is also a separate stage.
