What this bond does

Secures the principal's Norfolk permit obligations for the utility facilities identified under Option C of the Public Works bond form.

Who needs it
Utility principals and permit applicants responsible for telephone, cable, electric, water, sewer, gas or other covered utilities in Norfolk, Virginia's public right-of-way.
Who it protects
The bond runs to the City of Norfolk, Department of Public Works, and secures permit compliance, satisfactory completion and the form's city-protection undertaking. It is not general insurance for the utility or a promise covering unrelated contracts.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Choose the utility undertaking, not another form category

The city's form distinguishes Option C utility installation and maintenance from Option B street cutting/tunneling, Option D driveway or roadway tie-ins and other listed purposes. Identify the actual facilities, addresses and approved permit references before asking the provider to issue the bond.

Option C includes utilities on, under or over the public way. The obligation can continue after installation because the facilities remain; completing a trench restoration does not by itself end the required utility security.

Keep security in place while facilities remain

The form says all Option C permit work must be covered by a bond at all times. A continuous bond cannot be canceled unless covered facilities have been removed from the right-of-way or the principal has arranged replacement surety protection.

For specified active permits, cancellation is tied to satisfactory completion as determined by Public Works. Have the city confirm which provisions apply to the utility facilities and any proposed replacement; do not assume an annual expiration, fixed notice period or automatic release after construction.

Arrange the city form and original filing

The form leaves the amount blank. Obtain Public Works' instructions for the Option C undertaking, legal principal, covered permits and amount, then use the existing Propeller Purchase Now application to confirm it can issue the required instrument.

Norfolk's form requires the original sealed bond to be filed with Public Works and a power-of-attorney authorization attached, with the stated acknowledgments. Submit the executed document as directed, obtain the work permits separately and retain any city-approved release or replacement record.

  4. File the original and maintain accepted security until the applicable city release or replacement conditions are met.

Questions about this bond

Is Option C only a street-opening bond?

No. The city form assigns cutting or tunneling to Option B. Option C specifically covers installing, erecting and maintaining utilities on, under or over the public way.

Can the bond end when installation is complete?

Do not assume so. The form requires Option C work to remain bonded at all times and ties continuous-bond cancellation to facility removal or replacement surety protection.

What must be filed after the provider issues the bond?

The city form calls for the original sealed bond filed with Public Works, attached power-of-attorney authorization and the stated acknowledgments. Follow current city delivery directions and complete the separate permit process.

Is there a fixed amount for every Option C installation?

The reviewed form has a blank amount field. Obtain the amount for your facilities and permit obligations from Public Works rather than assuming a universal minimum.
