What this bond does
Bond #2 reimburses the North Carolina Department of Insurance for visiting and examining the agency in connection with a federal bankruptcy or State receivership proceeding involving that agency. It is not the bond that indemnifies collection clients for money the agency fails to account for.
- Who needs it
- A collection agency with a North Carolina permit that needs to replace its foreign state-expenses bond. DOI defines foreign domicile by incorporation within the United States but outside North Carolina, not simply by the office mailing address. Match the permit holder's incorporation status and requested bond number.
- Who it protects
- Under section 58-70-20(c), the bond is in favor of DOI for its specified examination expenses. The foreign model binds the principal and surety jointly and severally for $10,000. Client-fund protection under subsection (a) remains a separate requirement; replacing #2 does not replace #1.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Questions about this bond
Does replacing #2 replace the client-funds bond?
No. Bond #2 covers DOI's specified examination expenses under section 58-70-20(c). The client-funds obligation under subsection (a), shown as #1 in the foreign packet, is separate.
When is the previous surety released?
The foreign model permits release after the Commissioner accepts replacement security and notifies the surety in writing. A checkout receipt or a newly issued document is not that release.
Does MAIL mean DOI only accepts paper bonds?
It is the label on this purchase option. DOI publishes a bond-only mailing route, and its renewal instructions also accept electronic bonds by email. Confirm fulfillment with the provider and the accepted filing route with DOI for this replacement.
