Rhode Island — Debt Collector - NMLS Bond

Rhode Island debt collector registrants need $50,000 security under section 19-14-6, managed through the NMLS electronic surety bond process. Match the registered company's legal name and NMLS identifier. This is debt collector registration security, not the different debt-management services substitute bond linked on the Department's forms page.

What this bond does

The bond secures faithful conformity with Title 19 and its lawful rules, including payment of money becoming due to the state or a person under that title. That statutory condition is broader than accounting for client remittances alone. Buying the bond does not complete debt collector registration.

Who needs it
Companies applying for or maintaining Rhode Island debt collector registration with the Department of Business Regulation's Division of Banking. Identify the actual registered entity and activity rather than choosing a lender, loan broker or debt-management bond because it also appears in NMLS.
Who it protects
Section 19-14-6 runs the bond to Rhode Island for the use of the state and anyone with a cause of action against the obligor under Title 19. It is perpetual, subject to its release and cancellation provisions. It does not guarantee every debt or make every complaint a payable claim; the statutory condition and actual undertaking control.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Details

Section 19-14-6(b)(10) sets $50,000 for each debt collector. Its different amounts and cross-references for other financial license types do not replace that requirement. The current Department programme calls this Debt Collector Registration and directs applications through NMLS.

Read the full condition in section 19-14-6(c): faithful conformity with Title 19 and lawful rules, plus payment of money becoming due or owing to the state or a person under that title. The protected class includes the state and people with a Title 19 cause of action against the obligor, not only creditors awaiting remittances.

The Division's debt-collector-specific September 27, 2022 notice requires new company applications after September 30, 2022 to meet the bond requirement electronically. It instructs registrants to grant NMLS authority to their surety company or producer, then contact that company or producer to prepare the ESB. Existing bonds were subject to the separate conversion plan; a generic application or checkout receipt is not the electronic filing.

The director must receive satisfactory cancellation notice at least 30 days in advance. Cancellation does not erase liabilities incurred or accrued before that period ends. Reinstatement or a satisfactory replacement must be filed before cancellation to avoid suspension. The statute's separate 30-day hearing-request period follows suspension; it is not extra operating authority after the bond ends.

Purchase Now opens Propeller's Rhode Island Debt Collector - NMLS application in a new tab. Bring the company's exact registered name, NMLS ID, Rhode Island registration request, required sum and effective date. Coordinate NMLS authority and the prepared ESB with the producer, confirm the issued condition and complete the Department's registration requirements. The current programme separately lists annual reporting due March 31; reporting and registration approval are not supplied by checkout.

Questions about this bond

Can I use the Department's debt-management substitute form?

Do not substitute it merely because it appears on the same forms page. Debt collector security is addressed by section 19-14-6(b)(10) and the debt-collector-specific NMLS notice. Debt-management services have a separate statutory reference and form.

Does the bond cover only unpaid client collections?

The statutory condition requires conformity with Title 19 and lawful rules and payment of money due under that title. It runs for the state and people with a qualifying cause of action, so a remittance-only description would omit part of the condition.

Does paying online submit the NMLS bond?

The Division's notice describes a separate electronic process: grant authority to the surety company or producer and contact them to prepare the ESB. Confirm completion of the actual NMLS bond and registration steps rather than treating a provider receipt as filing approval.
