What this bond does

The city's sample bond secures faithful performance of the erosion and sediment control agreement for the named property, with the City of Richmond as obligee. It is not a general contractor license or a substitute for the owner's agreement.

Who needs it
The principal identified in the city's security request for the property. Richmond's 2026 instructions require the property owner to sign the developer agreement; confirm the legal bond principal rather than automatically substituting a subcontractor.
Who it protects
This is city performance security for the E&S agreement. The reviewed sample file also contains a separate letter-of-credit format. Its bank expiry, renewal and notice provisions are not surety-bond terms.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Prepare the agreement package and later release

Water Resources approves the surety calculation during review and sends it to the applicant contact after plans are approved or issued. The January 2026 instructions call for the original wet-signed owner agreement, calculation sheet and performance security together, delivered for city processing. Check current delivery arrangements before filing; do not date the agreement's first line where the city instructs otherwise.

The owner requests an inspection for release using the project address, permit number, surety amount and release address. The city requires written inspector verification before any portion is released; its instructions say the final inspection cannot occur before 75% living perennial vegetation is established. Bond issuance does not complete those later steps.

Questions about this bond

Can I submit only the bond?

The reviewed instructions require the developer agreement, surety calculation sheet and performance security together. Applying for the bond does not submit that city package.

Does the sample letter of credit set the bond term?

No. It is a separate instrument in the sample file. Do not transfer its bank renewal, expiry or termination provisions to the surety bond.

How do I start?

Purchase Now opens Propeller in a new tab. Check the principal, city recipient, property, accepted form, approved sum and dates. After issuance, complete execution and city filing; acceptance and later release remain separate.
