South Carolina — Pawnbroker Special Deposit Bond

South Carolina DCA’s current pawnbroker form calls for a $17,900 undertaking deposited for the Certificate of Authority. That amount took effect July 1, 2026. The Southern Agency’s listing retains the Special Deposit name; match your request to the actual State licensing instrument, not a separate local document assumed from the title.

What this bond does

The published Pawnbroker Surety Bond secures duties under the South Carolina Pawnbroker Act and regulations. It names DCA, the State and a pledgor/consumer sustaining loss within its terms; the current document is the revised May 2026 form, not the old indexed version.

Who needs it
The actual Certificate of Authority applicant carrying on pawn lending or conditional purchase/repurchase transactions. Use the legal principal, business name and dba matching the Department’s request. This does not create an additional cash-deposit arrangement or establish that another locality’s undertaking is equivalent.
Who it protects
The form addresses Act/regulation noncompliance or misconduct determined by the Administrator or a competent court after notice and opportunity for hearing. It has a noncumulative aggregate sum across claims and years—not a fresh full limit for every item or customer complaint.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Use the current published sum, not the statutory base alone

Section 40-39-50 states a $15,000 base, but Section 40-39-55 provides periodic adjustments. The Department’s notice sets the bond amount at $17,900 for July 1, 2026 through June 30, 2031, and its currently linked form carries that sum. That publication period is not a five-year purchase term.

The State separately asks for adequate insurance for pledged goods. The surety document does not replace that insurance. For a private action on the bond, Section 40-39-60 describes a misconduct judgment followed by an execution returned wholly or partly unsatisfied; do not read the form as promising an automatic complaint payout.

Complete the current witness and surety-authority pages

The May 2026 form has two witnesses as to the principal and two as to the surety, with notarized witness statements. That is more than typing a business name or borrowing another occupation’s signature sheet.

A person signing for the surety who is not a corporate officer must attach a power of attorney. The form also requests surety contact information for document questions and claims. Check the complete accepted package with the actual principal/business/dba before signing.

Match the dated instrument and use the existing application route

The form has from/through dates and permits renewal by continuation certificate. It describes surety termination on forty-five days’ written notice to the Administrator or the Administrator’s written authorization, without releasing previously accrued liability. Match the accepted dates and continuation instructions; this public option has no term label.

Purchase Now opens Propeller in a new tab. Compare the State request, principal/business/dba, $17,900 sum, current accepted form, and dates before completing the application. DCA’s programme offers its own online initial/renewal licensing route; follow its current filing instructions after checking the issued document. Purchase is not the Certificate of Authority.

Sources

Have these ready

  1. Actual DCA Certificate of Authority request and principal/business/dba—not a separate local form inferred from Special Deposit.
  2. Current $17,900 published sum and accepted May 2026-form execution, rather than the statutory base or obsolete indexed form.
  3. Required principal/surety witnesses, notarized witness statements, surety-signing authority, and contact page.
  4. Accepted from/through dates and continuation instructions; separate pledged-goods insurance evidence.

Questions about this bond

Why does the current form show $17,900 when the statute says $15,000?

Section 40-39-55 provides periodic adjustments. DCA’s published notice makes $17,900 effective July 1, 2026 through June 30, 2031, and the revised May 2026 form uses it. The base figure alone is not the current published sum.

Does the 2026–2031 publication make this a five-year purchase option?

No. Those dates identify the published adjusted amount period. The instrument has its own from/through dates and continuation provisions, and this option supplies no term label. Use the actual accepted dates.

Can I omit the witness/notary and surety-authority pages?

Do not treat the typed first page as the complete package. The current form has two witnesses for each side and notarized witness statements. A surety signer other than a corporate officer must attach authority by power of attorney; the contact page also needs attention.
