Springville, UT — Excavation Right Of Way Permit Bond

Springville's ROW encroachment application requires a performance bond of at least $10,000, plus a separate $500 cash bond. Use the city's work description and required duration to prepare this surety application; neither security replaces the excavation permit.

What this bond does

Supports the contractor's completion and restoration obligations for work permitted in Springville's right-of-way.

Who needs it
Excavation contractors and permit applicants planning utility, street-cut or other listed public-way improvements in Springville.
Who it protects
The performance bond provides security to Springville for the covered work obligations. The separate cash bond, liability insurance and permit conditions serve different purposes.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Prepare the surety bond and cash bond separately

The city's inspection page lists a $10,000-or-greater completion and restoration bond, depending on project valuation. The July 2026 application requires the performance bond to remain effective for one year or one year after completion of the contractor's work, whichever is greater.

The additional $500 cash bond is held for the work and released upon final city approval and permit termination. The form says the warranty period does not commence until the permit is terminated. Do not treat a cash-bond refund as proof that the surety obligation has ended.

Identify the contractor and actual street cut

The application distinguishes owner, contractor and primary contact. Describe the location, proposed utility or improvement, cut dimensions, pavement type and expected work window. Match the bond principal to the city's request rather than automatically using the property owner's name.

Prepare a site plan, traffic control plan by a certified traffic control technician, material submittals, current Utah contractor license and the required insurance with Springville as additional insured and certificate holder. The inspection page specifies a license valid for excavation.

Allow for city review, work notice and closeout

The current application requires submission at least ten days before the proposed start and two working days' notice to Public Works before work. The city sets permit duration at issuance; any needed extension must be issued in writing before further work.

Use Purchase Now for the existing Propeller application after confirming the city's amount, principal and coverage dates. Deliver the issued instrument as directed, obtain the permit and arrange the required inspections. Keep final approval, permit termination and warranty records with the bond.

Have these ready

  1. Identify the owner, excavating contractor, primary contact and work location.
  2. Confirm the valuation-based surety amount, required duration and city-accepted wording.
  3. Prepare the separate $500 cash bond, plans, material submittals, license and insurance.
  4. Plan for advance application, work notification, inspections and documented permit closeout.

Questions about this bond

Is the $500 cash bond the same as this surety bond?

No. Springville lists both a performance bond of at least $10,000 and a separate $500 cash bond. Arrange each through the applicable city/provider process.

Is a one-year bond always enough?

The July 2026 application requires one year or one year after completion, whichever is greater, and separately ties warranty commencement to permit termination. Confirm dates with the city and provider rather than assuming one year from purchase is sufficient.

Can I begin when the bond is issued?

No. The permit is a separate city approval with its own duration and work-notice requirements. The application also requires advance review and inspections.
