What this bond does
Secure the franchisor's payment of the criminal and civil penalties for which it may become liable under Title 13.1, Chapter 8 of the Virginia Code.
- Who needs it
- The legal franchisor responding to an SCC bond condition for franchise registration or renewal. Match that entity and registration, rather than a franchisee's operating permit or a municipal utility franchise.
- Who it protects
- The Commonwealth of Virginia is the named obligee. The statute lets the Commission set an amount adequate to protect the public and franchisees, while Form G's operative condition is payment of statutory penalties. It should not be presented as general insurance for franchise investment or contract losses.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Questions about this bond
Can this bond automatically replace a fee-escrow direction?
Section 13.1-561B distinguishes the preopening escrow/deferral condition from the statutory-penalty bond. Follow the SCC's actual direction; purchasing Form G does not itself authorize a different financial arrangement.
Does the annual registration date end the bond?
Registration has its own annual expiration rule. Form G instead remains in force until surety cancellation on thirty days' written notice to the principal and Commission. Coordinate the actual registration and bond instructions rather than assuming they end together.

Submit the executed bond through the SCC's actual filing process; the provider application is not franchise registration or renewal.
