West Valley, UT — Blanket Right Of Way Permit Bond

West Valley City requires an original License and Permit Bond bound to the city for at least $10,000, sufficient for all work over twelve months. Prepare that ongoing security separately from the approval needed for each right-of-way excavation.

What this bond does

Addresses West Valley City's bond-on-file requirement supporting the contractor's right-of-way permit applications.

Who needs it
Utah contractors arranging ongoing security before submitting West Valley City excavation permit applications.
Who it protects
The bond is financial security bound to West Valley City. Its accepted wording determines the undertaking; keeping a blanket bond on file does not itself authorize individual excavations or street closures.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Have the bond on file before application acceptance

The city's current instructions require a Utah contractor license, insurance certificate and original License and Permit Bond on file with Engineering before an excavation application can be accepted. The bond must be at least $10,000 and sufficient to cover all work for twelve months; continuation certificates may be required.

The city does not supply the bond form. Obtain it from the bonding company and confirm that the exact legal contractor, city recipient, amount and coverage dates satisfy Engineering's request. Do not assume the catalog's blanket title grants an unlimited per-project limit.

Use the published document-submission route

The city calls for original bond and insurance documents, not faxes. Its current instructions also say originals do not need to be mailed when the documents are uploaded through the permitting portal with the ROW application.

Use the existing Propeller Purchase Now link after the provider confirms the required instrument. Retain the issued original and upload or deliver it through the city's applicable instructions; provider issuance and city acceptance are separate steps.

Keep each permit and work notice separate

Apply for the actual work through West Valley City's Permitting and Licensing Portal with required plans and submittals. The city requires a pre-construction meeting, and street closures need their own approval and at least seven days' advance notice with a certified traffic control plan.

Inspection scheduling follows permit approval. The published notice is at least 24 hours before construction and 48 hours for weekend work. A twelve-month bond-on-file requirement does not extend a permit, approve a closure or establish an automatic bond release.

Sources

Have these ready

  1. Confirm the Utah contractor's legal name and West Valley City as bond recipient.
  2. Arrange the original License and Permit Bond, required amount and twelve-month coverage.
  3. Prepare separate insurance, contractor license, traffic control and project-specific submittals.
  4. Check portal filing, pre-construction meeting, permit approval and inspection scheduling.

Questions about this bond

Does the city provide its own bond form?

The current instructions say the bond is obtained from your bonding company. Have the provider and Engineering confirm accepted wording for the city's License and Permit Bond requirement.

Must I mail the original if I upload the bond?

The city says an original bond and insurance certificate do not need to be mailed if uploaded through its portal when applying for the ROW permit. Keep the original and follow any specific Engineering directions.

Does blanket coverage replace each excavation permit?

No. Bond-on-file security is a prerequisite, not individual work authorization. Each application still needs city review, applicable plans and the required work notices.

Does twelve-month coverage mean automatic release?

No. The city may require continuation certificates. Confirm continuing work obligations and any release or replacement requirements instead of assuming the calendar alone ends them.
