Chelmsford, MA — Street Opening Bond

Chelmsford's DPW rules identify a $5,000 street-opening bond within the Town's utility-contractor qualification process. The contractor still needs the appropriate work permit. Confirm the required form and dates, especially the rules' five-year wording, before treating this as an annual bond.

What this bond does

Town of Chelmsford, Massachusetts street-opening security connected to the qualified contractor's public-way work and applicable DPW specifications.

Who needs it
The Town-licensed contractor and its authorized permit applicants, with the property owner and any separate water district identified.
Who it protects
The accepted bond addresses faithful performance of the specified Town work. It does not issue a work permit or replace separate utility, road-authority or property permissions.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Use the contractor and permit category the Town requires

The linked Street Opening/Utility Connection Rules, marked last updated April 2025, restrict public-way permits to Town-licensed contractors. The licence application records employees authorized to obtain permits; paying for security does not add an unlisted person or qualify an unapproved contractor.

The rules distinguish excavation/Town-infrastructure work from non-excavating street occupancy, including driveway paving or widening, sidewalk obstruction and equipment placement. The permitting page also lists separate trench, sewer and other applications. Ask Engineering which apply to the actual location and activity.

Confirm dates and the authorities involved

Purchase Now opens Propeller; the option displays no fixed amount or term. The Town rules state a $5,000 street-opening bond and require it to remain in force for the licence. They also use five-year wording within the surety requirement. Have DPW and the issuer confirm the required form and dates rather than assuming that wording establishes this option's supplied term.

Chelmsford's three independent water districts are separate from DPW. A water-service approval does not itself authorize opening the Town's way. The street-opening rules also name particular road segments requiring both Town and MassDOT permits; identify the exact segment instead of assuming a single approval covers the work.

Provide the accepted recipient/principal and job or licence coverage to the issuer, arrange execution and Town-accepted delivery, and obtain the actual permit before starting. Check seasonal and recently paved-road restrictions with Engineering. Keep the assigned restoration and inspection records and obtain the Town's release directions separately from any licence renewal.

Questions about this bond

Is the street-opening bond automatically annual?

No term is supplied for this option. The rules require the bond to remain valid for the licence and include five-year wording in the surety requirement. Confirm the required form and dates with DPW and the issuer.

Can a water-district approval replace the Town opening permit?

No. Chelmsford's water districts are separate from DPW. Identify both the utility connection requirements and the public-way permission for the actual site.

Does every job require excavation?

No. The Town rules separately address occupancy without excavation, such as driveway paving, sidewalk obstruction and equipment placement. Engineering must identify the applicable work permit and security.
