What this bond does

Provides the construction-stage security Ephrata requires for the approved street/utility work, distinct from later maintenance security.

Who needs it
Contractors and applicants arranging Ephrata-permitted street, utility, ROW or municipal-easement work.
Who it protects
The city must approve the instrument and covered scope. Its standards address permitted work and municipal improvements, not an automatic guarantee of every private-project contract obligation.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Confirm the construction amount and actual exception

General Requirement 3 in the 2025 standards sets Street and Utility Construction security at 150% of construction cost. It allows property owners to permit their own sidewalk installation/replacement without this bond and professional surveyors to install monument cases without it.

These are specific exceptions, not a waiver for every homeowner or every sidewalk contractor. The standards also reserve city discretion to deviate, waive or add requirements based on the work; obtain the actual city-approved scope and calculation.

Do not substitute later maintenance security

General Requirement 13 separately calls for a two-year maintenance bond at 50% of permitted municipal-improvement cost. It is provided after completion and before City Council acceptance of municipal improvements.

Confirm whether the present request is construction security, maintenance security or both at their respective stages. The one existing Propeller option does not establish that a transaction automatically supplies both instruments.

Complete plans, permit and preconstruction review

Prepare the owner/applicant/contractor, street/parcel, ROW project cost, plans, traffic plan and bonding details. Obtain the accepted construction form and dates before using Purchase Now, then follow city execution and filing instructions.

The standards require applicable signed plans and a preconstruction conference with the contractor, city and affected utilities. Complete those approvals and the Street and Utility Construction Permit before starting; coordinate inspections and the later municipal-improvement acceptance/maintenance stage separately.

Questions about this bond

Is the two-year maintenance bond the initial construction bond?

No. The standards separately require construction security at 150% and a two-year maintenance bond at 50% of permitted municipal-improvement cost before City Council acceptance.

Does every sidewalk job avoid bonding?

No. The stated exception concerns a property owner permitting their own sidewalk installation or replacement. Confirm the city treatment when a contractor performs the job.

Does the permit application alone clear construction?

No. Complete the actual signed plan, permit, security and preconstruction conference requirements, and obtain the city's clearance to begin.
