Hempstead, NY — Plumbers Street Opening Permit Bond

For plumbing-related openings in the Village of Hempstead, the excavation code requires street-restoration surety in a form satisfactory to the Village. Section 116-25 sets at least $2,000 for several openings, not exceeding ten; confirm the accepted form and covered openings before applying.

What this bond does

Secure replacement of the Village street opening to the Village Engineer's satisfaction. This is a street-opening obligation for the work, not proof that a plumber's separate trade licensing or registration requirements have been met.

Who needs it
A plumber or other permit applicant excavating a Village street or sidewalk. Confirm Village jurisdiction: the surrounding Town of Hempstead has a different right-of-way programme and security requirement.
Who it protects
If the opening is not restored within the permit's time or to the Engineer's satisfaction, the code provides for Village replacement and a claim against the surety. Separate deposit and insurance provisions also apply.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Do not treat the surety as the separate deposit

Section 116-25 requires at least $2,000 of Village-approved surety for several openings, up to ten. Obtain the required instrument and ask how the Village will count the openings covered by this application.

Section 116-24 separately describes an adequate deposit of at least $750 for applicants other than a duly recognized public utility, subject to its stated exception. The code does not say the surety automatically replaces that deposit.

The permit period is not the bond term

The written application to the Village Clerk states the purpose, extent, location and nature of the disturbance. Insurance is separately required, and Section 116-27 states that the opening permit expires 60 days after issuance.

That permit expiration is not a verified 60-day surety term or automatic security release. Deposit return follows restoration certification, less applicable repair costs; obtain the surety's separate duration and release instructions.

Arrange the accepted bond and work authorization

Confirm the legal principal, amount, approved wording, openings and dates, then continue through the existing Propeller application. Submit the executed document using the Village's directions and arrange any separate deposit and insurance.

Obtain the street-opening permit and required utility notifications before excavation. Follow the Village Engineer's restoration methods and the permit's safety conditions; bond issuance does not replace those work approvals.

Sources

Have these ready

  1. Confirm Village rather than Town jurisdiction and identify the plumbing-related opening.
  2. Prepare the applicant, purpose, extent, location and work description.
  3. Confirm at least $2,000 surety, covered-opening count, accepted wording and actual dates.
  4. Arrange separate deposit/insurance, utility coordination, permit authorization and restoration review.

Questions about this bond

Does this replace a plumber's trade license?

No. It concerns the street-opening restoration obligation. Confirm any separate trade licensing or registration requirements for the work.

Does the $2,000 bond replace the Village's deposit?

The code states the surety and deposit in separate sections and does not make them automatic substitutes. Confirm the deposit requirements and any applicable exception with the Village.

Does the bond end when the 60-day permit expires?

That is not established. The 60-day provision describes the permit. Obtain the accepted surety's duration and release instructions separately.
