What this bond does

Match security for a Hood River street-opening request to the work and permit condition. The catalog label alone does not establish that the city's separate public-improvement guarantee is the correct instrument.

Who needs it
Contractors or permit applicants opening a street or performing related public-ROW work within the City of Hood River.
Who it protects
The accepted street-opening condition determines the beneficiary and secured duties. The city also publishes a privately financed public-improvement performance guarantee; do not assign its full subdivision obligations to every street opening.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Describe the street opening and public improvements

The 2026-27 Construction Site/ROW application requires plans or a sketch, site and tax-lot information, a description of work and construction dates. It distinguishes street-cut work from general work with no street cut.

The application states a performance guarantee is required for public improvements at 110% of the engineer's cost estimate. Ask Engineering whether your opening requires that guarantee or a different street-opening condition; do not assume the provider label settles the match.

Keep security, degradation and tree warranty distinct

The application separately lists liability insurance, a performance guarantee, tree warranty/maintenance security and a street degradation calculation. A degradation payment is not the surety bond amount.

The separate Performance Guarantee posted in Engineering Forms is written for privately financed public improvements under a construction agreement. Its example subdivision description is not a description of your job and should not be copied into an opening bond.

Apply with Engineering's exact request

Purchase Now opens RLI's existing Hood River Street Opening Bond application. Supply the legal applicant, work location, permit details and city-approved instrument, sum and dates.

Check and deliver the issued bond as Engineering directs. Complete permit approval and keep approved plans available at the jobsite. The permit's stated 30-day start condition is a permit rule, not a bond cancellation or renewal term.

Sources

Have these ready

  1. Prepare the opening location, tax lot, plans and construction dates.
  2. Ask Engineering to identify the street-opening instrument and estimate basis.
  3. Separate degradation charges, insurance and any tree warranty requirement.
  4. Match the issued RLI form to the city request and finish permit review.

Questions about this bond

Is the degradation calculation my bond amount?

No. The application lists degradation separately from required security. Have Engineering state the applicable bond sum.

Can I copy the subdivision description from the posted guarantee?

No. That is a public-improvement construction-agreement form. Use the actual work description and condition Engineering requires for your opening.

Does the permit's 30-day start rule define the bond term?

No. It concerns starting work under the permit. Confirm the bond's separate effective dates and continuing obligations.
