Iowa — Cigarette And Tobacco Distributor Bond

Distributing both cigarettes and other tobacco products in Iowa brings two security requirements. Current rules call for $2,500 for a cigarette distributor and $1,000 for a tobacco distributor, even when the tobacco distributor already holds a cigarette permit and bond.

What this bond does

An eligible $3,500 aggregate can satisfy those two requirements only if its terms cover either cigarette or tobacco liability. Revenue must accept the actual instrument; adding two amounts to a cigarette-only bond does not expand its condition.

Who needs it
Businesses performing both statutory distributor roles, including cigarette first-sale activity and tobacco import, manufacture or qualifying shipments to Iowa retailers. A tobacco subjobber buying from a distributor is a different class.
Who it protects
The cigarette bond protects Iowa for taxes, damages, fines, penalties and costs adjudged for violations of the cigarette subchapter. The tobacco bond secures faithful compliance with its subchapter and payment when due of taxes, penalties and accrued interest, including delinquent money due Iowa. An aggregate must preserve both protections.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Details for businesses distributing both product classes

Rule 701—231.3 sets the cigarette-distributor requirement at $2,500. Section 453A.14's general $500 state-permit floor is not that role's current required amount. Identify the actual cigarette activity and permit locations before applying.

Section 453A.44 and rule 701—232.3 require $1,000 for a tobacco distributor regardless of an existing cigarette permit or bond. A valid cigarette permit can remove the additional tobacco permit fee, but the tobacco permit and its other requirements still apply.

The tobacco rule permits aggregation when the security can discharge either tax liability. For these two roles, the stated requirements total $3,500. Have Revenue confirm both the accepted sum and the full dual condition, including any increase or genuine additional permit requirement.

Cigarette-distributor and wholesaler activity at the same place has a statutory single-state-permit provision; do not count two permits solely because both words describe the business. That provision does not erase the separate tobacco-distributor requirement.

The cigarette application and prescribed security are filed electronically. Tobacco distributors apply for each business place, and their security must stay effective throughout the license period. June 30 permit/license cycles do not by themselves set every bond's cancellation or execution terms.

Purchase Now opens Propeller's combined Iowa application in a new tab. Match both actual distributor roles, legal business, Revenue's accepted aggregate and filing period, then complete both state credential and security steps. Provider payment does not issue the permits or convert a single-tax condition into dual protection.

Questions about this bond

Does my cigarette bond remove the tobacco requirement?

No. Current rule 701—232.3 requires $1,000 tobacco-distributor security even when the person holds a cigarette permit and bond. The separate tobacco permit also remains necessary.

When can the two requirements be aggregated?

An accepted instrument must meet the total required amount and be able to discharge either cigarette or tobacco liability. These two listed requirements total $3,500, subject to Revenue's actual request and any additional requirement.

Can I simply increase a cigarette-only bond?

An increased number alone does not change the protected condition. Have Revenue and the surety establish the accepted dual-tax instrument before relying on aggregation.
