Iowa — Non-Permittee Storing Interstate Cigarettes Bond
Iowa law provides for bonded storage of unstamped cigarettes for a business selling only in interstate commerce. The non-permittee caption does not mean unregulated storage: Revenue must permit the arrangement, fix the required security and direct the records and reports.

What this bond does
Section 453A.15(5) addresses interstate-only businesses permitted to set aside or store unstamped cigarettes after furnishing section 453A.14 security. Keep that arrangement distinct from a distributing-agent permit or ordinary Iowa first-sale activity.
- Who needs it
- Businesses seeking Revenue's authorization to store cigarettes in Iowa solely for their interstate sales. If the business also fulfills an out-of-state manufacturer's orders as its Iowa agent, identify that separate distributing-agent role before applying.
- Who it protects
- Section 453A.14's interstate security is payable to Iowa and protects payment of taxes, damages, fines, penalties and costs adjudged against the person for violating the cigarette-subchapter requirements affecting that person. It is not insurance for inventory or a warehouse contract.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Questions about this bond
Does non-permittee mean no Revenue authorization is needed?
No. Section 453A.15(5) addresses interstate-only storage permitted after the required bond has been furnished. Obtain the actual authorization and reporting directions.
Can I order the $1,000 minimum without a request?
The statute makes that an interstate minimum, not a universal assigned amount. The Director fixes the required sum and approves the actual security.
Does this authorize a distributing agent or retail business?
Those are distinct activities. Match the actual storage/sales arrangement to Revenue's requirements; an interstate-only storage application does not grant a separate agent or retail permit.
