What this bond does

The bond supports a distributor license for tobacco products under Chapter 453A, subchapter II. Section 453A.44 requires the corporate-surety security before licensing, and Revenue can require more security when the existing amount is inadequate.

Who needs it
Businesses acting as Iowa tobacco distributors, including qualifying interstate sellers or businesses importing tobacco products for resale. A business described as a retailer can have distributor duties when its purchases bring untaxed products into Iowa.
Who it protects
The statutory bond requires true and faithful compliance with the tobacco subchapter and payment when due of all taxes, penalties and accrued interest arising in ordinary business or from delinquent money due Iowa. The corporate surety must be licensed in Iowa, and the Director's form must be approved by the Attorney General. It protects the state rather than covering the distributor's stock or customer debts.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Details for Iowa tobacco-distributor security

Rule 232.3 requires the $1,000 bond before a tobacco-distributor permit can issue, regardless of an existing cigarette permit and bond. A cigarette permit does not remove the need to obtain the tobacco permit. Identify the actual tobacco products and distribution activities with Revenue.

An eligible aggregate bond can satisfy both genuine cigarette and tobacco bond requirements. Under the rule, that instrument must be usable to discharge either cigarette-tax or tobacco-tax liability. Confirm the accepted combined amount and condition before assuming an existing cigarette-only bond is sufficient.

Section 453A.44 requires a separate distributor application for each business location. List the locations and legal entity accurately; the rule's statewide single-permit treatment for a subjobber is a different class. Revenue may require an increased amount or additional bond to protect the state adequately.

Interstate purchasing arrangements affect who acts as distributor. Rule 232.2 explains that at least one distributor must be present when tobacco products are imported for sale, and its examples distinguish the seller's and Iowa buyer's duties. Describe the actual shipment and sale terms rather than relying only on a retailer or wholesaler label.

The license expires June 30 following issuance unless earlier revoked or the business is transferred. Required security must remain in force throughout the licensed period. Use Revenue's current accepted form, execution and submission instructions; a license date is not permission to terminate security while obligations remain.

Purchase Now opens Propeller's Iowa tobacco-distributor application in a new tab. Match the licensed business, locations and required separate or approved aggregate amount, then complete the Department's licensing and security-filing steps. Provider payment does not grant the license or automatically combine separate tax obligations.

Questions about this bond

Does my cigarette bond replace this requirement?

No automatic replacement applies. Rule 232.3 requires tobacco-distributor security even when the business is already permitted and bonded for cigarettes. Obtain the tobacco permit and confirm the accepted bond arrangement.

Can one bond cover both taxes?

The rule allows eligible aggregate security for the actual cigarette and tobacco requirements if the bond can discharge either kind of tax liability. Revenue must accept the amount and condition; a cigarette-only bond is not automatically adequate.

Can a retailer have distributor obligations?

Yes. Importing tobacco products for resale can create a distributor role. Revenue's rule examines the actual interstate shipment and sale terms, so describe those arrangements before choosing the permit.

Is $1,000 always enough?

It is the statutory starting amount. The Director must require an increase or additional bond when the existing security is inadequate to protect Iowa. Follow the amount required for your licensed operation.
