Jersey City, NJ — Right Of Way Excavation Permit Bond

Jersey City's Road Opening application requires excavation/restoration plans and proof of indemnification. The City's selected security provision calls for a cash deposit or other security acceptable to the Division. Confirm that this offered surety bond meets the Division's assigned requirement before buying; the published $25,000 balance is for frequent applicants' multiple-excavation deposits, not every job.

What this bond does

Arrange City-accepted security for the identified Jersey City excavation, after confirming whether the offered surety instrument is acceptable in place of the required deposit.

Who needs it
The excavation applicant and responsible owner/permittee, with utility or government-contracting roles accurately identified.
Who it protects
Accepted security supports excavation-permit compliance. The owner and permittee remain responsible for the excavation, and separate indemnification and insurance requirements continue to apply.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Confirm the accepted security instead of assuming a $25,000 bond

The current Road Opening application links Code 296-3.5 and 296-3.6. The latter requires a cash deposit under the City's schedule or other security acceptable to the Division. It allows municipal excavators and other frequent applicants to maintain one deposit for multiple excavations if the balance remains $25,000; deductions must be replenished before a subsequent permit.

This Propeller offering has no fixed sum or term. Ask the Division whether its surety form is accepted for your excavation and obtain the assigned amount, principal and filing requirements. A standing cash-deposit balance does not prove that every applicant needs a $25,000 annual bond.

A Road Opening Permit is not a Traffic Permit

Infrastructure uses the current online Road Opening application, not superseded paper versions. Prepare the location, street cross-streets, excavation dimensions, work-area map, excavation method, utility conflicts and backfill/restoration plan. The application calls for additional permit applications for multiple work areas.

Submit the required indemnification and separate insurance information, and file any accepted issued bond through the Division's directed route. The application requests submission at least two weeks ahead; that interval is planning guidance, and City review and approval are still required.

The Road Opening application allows a requested timeframe of up to three months, but expressly requires a separate Traffic Permit with specific work dates and times before occupying ROW to excavate. Neither that timeframe nor a bond purchase establishes the bond duration or authority to start.

Questions about this bond

Is $25,000 the bond amount for every excavation?

No. The selected City provision describes a constant $25,000 deposit balance for frequent applicants covering multiple excavations. Obtain the assigned security and confirmation of any accepted surety alternative for your work.

Can I excavate with an approved Road Opening Permit alone?

The current application says a separate Traffic Permit with specific dates and times is required before occupying the right-of-way to perform the excavation.

Is the three-month application window the bond term?

No. It is the requested Road Opening timeframe. The purchase option lists no fixed bond term, and the accepted security dates must be confirmed separately.
