Passaic, NJ — Highway Opening And Use Permit Bond

Confirm the road authority before using this Passaic offering. Passaic County publishes a Highway Opening and Use programme for work or storage in County ROW; the City of Passaic has a different Road Opening/Road Access application. Their security requirements differ, and the exact recipient/form match for this purchase option still needs confirmation.

What this bond does

Arrange the security required by the authority controlling the identified opening or use, after resolving whether this offering matches the County or City instrument.

Who needs it
The applicant responsible for the proposed Passaic-area road work or public-space use, with the actual road owner and permit recipient established.
Who it protects
The correct accepted instrument supports the issuing authority's work, restoration and maintenance conditions. It does not replace the permit or authorize work on another authority's roadway.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Do not combine County and City bond requirements

Passaic County's current Roads page says a Highway Opening and Use Permit is required for work or storage within County ROW, with security as applicable. Its selected regulations state a $5,000 minimum performance/maintenance bond for permits designated to require bonding, potentially increased for scope, size and current cost estimates.

The City of Passaic's Road Opening/Road Access packet instead lists a $1,000 two-year surety bond for road-opening work, with a cash alternative. That City condition is not evidence of the County requirement and does not make every road-access application a bonded road opening.

Have the recipient and form checked before ordering

The existing Propeller option gives no fixed sum or term. Ask the road authority for its written request, exact recipient, principal, permit type, form, assigned sum and dates, then have the issuer confirm the match. Do not choose the lower amount simply because the work has a Passaic address.

The County's selected regulations measure a two-year bond period from acceptance of final restoration, while also discussing an escrow/return period. Obtain the County's accepted effective dates and release instructions rather than converting those provisions into a fixed two-year purchase term. The City's separate restoration-acceptance conditions must likewise be followed if it is the issuing authority.

After issuance, file the executed instrument where that authority directs and obtain the permit and required traffic/closure approvals. County Engineering review may be needed before the County Roads permit for some work. A municipal approval does not substitute for County permission on County ROW.

Sources

Have these ready

  1. Road ownership and exact work location; County ROW versus City street.
  2. Opening, storage/use or access activity and the authority's written permit/security request.
  3. Confirmed recipient, principal, accepted form, assigned sum and acceptance-based dates.
  4. Provider instrument match, executed filing, permit authorization and required engineering/traffic approvals.

Questions about this bond

Is the City of Passaic's $1,000 bond sufficient for County work?

Not on that basis. The County's selected regulations describe different performance/maintenance security for designated permits. Confirm the actual authority and its assigned amount.

Does every County ROW use require the same bond?

No. The selected County regulations tie bonding to designated permits and allow the amount to increase with project scope and estimates. Obtain the work-specific request.

Is this option confirmed for the County or the City?

The exact recipient and accepted-form match remains to be confirmed. Give the issuer the authority's written request before ordering; this page preserves the existing offering rather than substituting a different local instrument.
