New Jersey — Highway Access Permit Restoration Bond
NJDOT may require restoration security for work associated with access to a State highway. Match this restoration offering to the lot or site owner's actual access-permit condition; a maintenance guarantee is a separate obligation. New Major Access Permit submissions now use NJDOT's electronic system, and buying the bond does not authorize construction or use of the access.

What this bond does
Secure the restoration undertaking assigned through the identified NJDOT highway-access permit, using the Department's accepted instrument and amount.
- Who needs it
- The lot or site owner responsible for the State-highway access permit, with the developer, contractor and authorized applicant roles identified.
- Who it protects
- The access rules allow security sufficient for the required work or restoration of the disturbed area. Restoration security should not be substituted for a separately requested maintenance, developer-agreement performance or payment bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Questions about this bond
Is restoration security the same as a maintenance bond?
No. NJDOT's linked access rules distinguish them, including different release conditions. Use the instrument named in the actual permit request.
Can I assume a one-year restoration bond?
No. The option has no fixed term. The linked code releases restoration guarantees upon construction acceptance and written request; its later maintenance-release provision is not a restoration purchase term.
Can I use an older paper application?
NJDOT says new Major Access submissions must use its electronic system from July 30, 2026. Paper applications already in process continue to be reviewed. Confirm the current instructions for your application.
