Medina, WA — Right Of Way Permit Bond

Medina's March 2025 ROW packet requires $10,000 security on file before an open cut of city ROW. Its applicant restoration duties last two years, while the packet separately describes holding the bond up to one year after project completion. Obtain the city's actual coverage and release instructions instead of treating those as one period.

What this bond does

Provides the city-requested security for the identified Medina open-cut ROW work under the accepted instrument.

Who needs it
Applicants and contractors arranging Medina street excavation, utility connections or other approved ROW work involving an open cut.
Who it protects
The city requires the bond on file before covered construction. The applicant's ROW restoration, maintenance and insurance duties are separate; the accepted instrument defines which duties the bond secures.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Identify the method and existing franchise security

The application distinguishes street excavation/use, open cut/boring, off-pavement versus under-pavement work, utility type, traffic effects and overnight openings. Its $10,000 requirement expressly concerns open cuts; ask the city what security applies to other methods.

The city-use block also allows a franchise-bond notation. Confirm any existing accepted security rather than assuming a new $10,000 bond is required for every activity. Provide the actual work, location, principal and required sum to the provider.

Keep the bond hold and applicant maintenance distinct

The construction requirements say the bond may be held up to one year after project completion. The signed conditions separately require restoring and maintaining pavement, grade and shoulder to the Engineer's satisfaction for two years.

Do not shorten the applicant's maintenance obligation to one year or describe the packet as a universal two-year bond term. Have Development Services confirm the accepted instrument, its coverage trigger and actual release for the permit.

File security and arrange the required inspections

Use the existing Propeller Purchase Now option after city/provider form confirmation. Complete execution and city filing before the open-cut work; separately obtain the issued ROW permit and required insurance.

The packet requires at least 48 hours' city notice before construction and notice when the restored/cleaned site is ready for final inspection. Obtain required street-section and restoration inspections, maintain temporary/permanent patches as directed and retain the city's actual release.

Sources

Have these ready

  1. Identify street use/excavation, open cut/boring, location and affected surface.
  2. Ask the city about $10,000 open-cut security versus other methods/existing franchise coverage.
  3. Confirm form, coverage, execution/filing and distinct hold/maintenance obligations.
  4. Complete permit, separate insurance, advance city notice, inspections and documented release.

Questions about this bond

Does the packet require $10,000 for every ROW method?

It expressly requires that security before an open cut. Confirm other methods and any existing accepted franchise bond with the city.

Does the one-year bond hold erase two-year maintenance?

No. The packet states those separately: bond hold up to one year after completion and applicant maintenance of pavement, grade and shoulder for two years.

Does buying the bond authorize construction?

No. Obtain the issued ROW permit, required insurance and work/traffic approval and provide the packet's advance notice and inspections separately.
