Tacoma, WA — Ground Monitoring Well Right Of Way Permit Bond

Tacoma's groundwater-monitoring process calls for $10,000 GMW security per well in city ROW, separate from the construction contractor's ordinary ROW bond. Keep the ROCC permit, insurance and well bond in the same Responsible Party's name.

What this bond does

Helps the responsible party arrange Tacoma monitoring-well occupancy security from installation through decommissioning and release.

Who needs it
Responsible parties arranging long-term groundwater monitoring wells in Tacoma public ROW.
Who it protects
The city GMW form binds the principal and surety to Tacoma for ROCC permit compliance, specified injury/property-damage indemnity, timely installation and restoration of the public place.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Arrange the well-specific occupancy security

The guide requires a specific $10,000 GMW Performance Bond or assignment in lieu for each well, or one instrument for the total where multiple wells are accepted. Confirm the number of wells and approved form/amount; do not assume the single-well form covers several at $10,000.

The ROCC permit, insurance and GMW bonds must name the same Responsible Party. The guide says security is not needed with the initial submittal but is required before the agreement is routed for signatures.

Separate occupancy from construction and monitoring access

The city prepares the occupancy agreement after review and, following execution and the required recording process, records it and makes ROCC active. The associated construction permit or Work Order can then be issued.

Installation/removal uses RCON or a Work Order; subsequent monitoring access can require ROW Use and Barricading review. The guide separately requires contractor ROW bonding and licensing for those permits. This GMW bond does not replace those contractor requirements.

Keep security in place through approved closeout

The guide says insurance and bonding remain in place until removal or decommissioning. That work needs an additional RCON or Work Order and an approved inspection before ROCC and associated bonds are released, with the release recorded through the city process.

The GMW form's ten-day notice provision concerns future liability and expressly does not release the surety from liability for the permit subject to the bond. Use the existing Propeller application with the correct ROCC and Responsible Party, submit the executed form as directed and obtain actual city release rather than relying on a notice or last sampling date.

Sources

Have these ready

  1. Identify the ROCC permit, well locations/count and Responsible Party.
  2. Confirm $10,000 per-well security or a city-accepted combined total, with matching insurance/permit names.
  3. Prepare the city GMW form before agreement signature routing and obtain city acceptance.
  4. Arrange separate construction/access permits and contractor requirements, then decommissioning inspection and recorded release.

Questions about this bond

Is this the contractor's ordinary ROW bond?

No. The guide separately requires the Responsible Party's GMW occupancy security and contractor ROW bonding/licensing for construction or access permits.

Does $10,000 cover every well at a site?

The guide specifies $10,000 per well, with a combined instrument for the total as an option. Confirm the accepted amount and form for the actual well count.

Must the bond accompany the initial application?

The guide says it is required before the agreement is routed for signatures, not with initial submittal. The permit, insurance and GMW bond must name the same Responsible Party.

Does ten days' notice release the well bond?

No automatic release is established. The form preserves liability for the subject permit, and the guide requires approved removal/decommissioning inspection before ROCC and associated bond release.
