What this bond does

A licensed cigarette wholesaler can ask the Department of Revenue to defer payment for tax stamps. The credit arrangement requires Department approval, an Electronic Funds Transfer agreement and a surety bond equal to the proposed total monthly credit limit.

Who needs it
Licensed Washington cigarette wholesalers applying for or maintaining approved deferred stamp purchases. Businesses paying when they buy stamps should not assume every wholesaler needs this additional condition.
Who it protects
The bond runs to Washington for the wholesaler's faithful payment of the full amount of deferred cigarette-tax stamp purchases within thirty days after purchase, following the Department's EFT authorization and rules. The model also incorporates full compliance with chapter 82.24 RCW, WAC 458-20-186 and amendments, with principal and surety jointly and severally bound. It is not credit insurance for the wholesaler.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Details for deferred cigarette-stamp purchases

REV 82 2060-2 prints three different undertakings. Select the deferred-purchase condition and have Revenue confirm the total monthly credit limit to be secured. The $5,000 basic performance amount does not establish your credit limit, and an unstamped-stock bond does not replace this payment condition.

The application calls for an EFT agreement filed with the bank. Payment is due within thirty days following each purchase; if the due date falls on a Saturday, Sunday or holiday, the model instructions use the following business day. Late payment can suspend or revoke the deferred-purchase privilege. Buying the bond does not itself grant that privilege.

The model's cancellation clause uses forty-five days after receipt of the surety's notice. That is different from the thirty-day stamp-payment deadline. Keep the approved arrangement and security current; ask Revenue how a changed limit or ended credit arrangement affects its required bond.

Prepare the licensed firm name, Department account, address, requested limit and authorized applicant. Follow Revenue's current execution and submission instructions, including the prescribed principal/surety signatures and seals.

Purchase Now opens Propeller's Washington Deferred Purchase application in a new tab. Match the applicant and approved credit amount before completing it, then follow Revenue's directions for the bond and EFT application. Provider payment is separate from Department acceptance and authority to defer stamp payments.

Questions about this bond

Does the basic $5,000 bond give me stamp credit?

No. Revenue must approve the deferred-purchase arrangement, and its application requires a bond equal to the proposed total monthly credit limit. The basic performance condition is separate.

Why does the model call deferred purchases optional?

A wholesaler can pay when it buys stamps instead. If you seek deferred payments, you must meet the Department's approval, bond and EFT requirements; the heading does not waive them.

Are the payment and cancellation deadlines the same?

No. Deferred stamp purchases are payable within thirty days under the model's payment instructions. Its cancellation clause uses forty-five days after receipt of the surety's notice.

Can I carry unstamped inventory under this bond?

Do not treat stamp credit as unstamped-stock permission. Revenue's packet has a separate stock application and undertaking, with its own authorization and inventory controls.
