Washington — Wholesale Cigarette Dealer - Unstamped Cigarette Bond
Washington wholesalers need Revenue's permission for the unstamped stock covered by this undertaking. Prepare the authorized inventory and maximum cigarette count; a wholesaler license or stamp-credit bond alone does not supply that permission.

What this bond does
The undertaking supports approved stock set aside without the stamps otherwise required by chapter 82.24 RCW. The Department's application identifies the proposed quantity and security, along with separate storage and reporting commitments.
- Who needs it
- Licensed Washington cigarette wholesalers arranging Revenue-authorized unstamped inventory for eligible transactions. Confirm the actual recipients and approval conditions rather than treating every sale or every tribal transaction as exempt.
- Who it protects
- Washington is protected by the wholesaler's compliance with the approved unstamped-stock arrangement: keep the authorized stock apart from stamped stock and provide full sales or delivery details. The model incorporates all applicable provisions of chapter 82.24 RCW, WAC 458-20-186 and amendments, with principal and surety jointly and severally bound. It does not insure the wholesaler against theft or damaged inventory.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Questions about this bond
Is this the same as the ordinary $5,000 wholesaler bond?
No. The packet has a separate unstamped-stock undertaking, with a Department-approved cigarette count and security amount. For the specified interstate/federal set-aside, the current rule uses eighty percent of the tax on that stock.
May I keep unstamped cigarettes while Revenue reviews the application?
Do not assume an application authorizes it. The rule requires prior written permission to hold unstamped cigarettes beyond seventy-two hours and sets separate transfer and stamping restrictions.
Can I sell unstamped stock to any retailer or tribal buyer?
No blanket permission follows from this bond. The law and Revenue's authorization govern eligible transfers, state or tribal stamps and any exempt-stock treatment. Verify the particular recipient and transaction.
Does the bond also let me defer payment for stamps?
Deferred purchases have a separate approval, credit-limit bond and EFT arrangement. An unstamped-stock authorization does not automatically grant stamp credit.
