Minnesota — Professional Fund-Raiser Bond
Minnesota's $20,000 fundraiser bond turns on custody of or access to contributions—including access by people the fundraiser hires or engages. Registration is broader than that bond trigger. Bring the actual funds-handling arrangements and April 30 registration deadline, and distinguish annual evidence from the form's continuing obligation.

What this bond does
Provide accepted professional fundraiser security when the contribution-custody/access condition in Minn. Stat. § 309.531 applies.
- Who needs it
- The professional fundraiser whose business or engaged personnel will hold or access contributions. A consulting or soliciting label alone does not decide whether the bond is required; professional fundraiser registration and campaign filings have separate rules.
- Who it protects
- The statute and actual PFR4 protect Minnesota and persons with causes of action for covered liabilities from professional fundraising activities or statutory/rule violations. The form requires honest, faithful compliance by the principal, agents and employees, payment of damages and indemnity against covered losses. Multiple recoveries may proceed until the $20,000 continuing obligation is exhausted.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Questions about this bond
Does a fundraiser without contribution access automatically need $20,000 security?
The custody/access condition determines the statutory bond requirement, including access by people employed or engaged by the fundraiser. Registration and campaign duties are separate. Describe the real handling arrangements rather than relying on the word consultant or solicitor.
Does April 30 automatically end the continuing bond?
Registration expires on the statutory schedule and annual bond evidence is required where applicable. PFR4's own condition continues until release or cancellation under its terms; PFR5 confirms continuation. Do not confuse annual filing with a new aggregate for each year.
