Washington — Blanket Bond For Franchises And Permits

WSDOT's blanket utility-accommodation bond addresses a utility's covered permits and franchises, including additional applications. It differs from the individual instrument tied to a particular authorization. Confirm the utility principal and WSDOT's required security before using the existing purchase option.

What this bond does

Secures the covered WSDOT utility permit/franchise provisions, work and highway ROW restoration under the blanket instrument.

Who needs it
Utility owners arranging WSDOT security for multiple installations or covered accommodation applications.
Who it protects
The official form binds the principal and surety to the State of Washington for the use and benefit of interested persons. WSDOT receives and accepts it; it is not a city street-use bond.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Confirm the utility and covered authorizations

Current Form 224-012 is titled Blanket Bond for Utility Accommodation Applications. It states a sum no less than $10,000 and addresses existing and additional permit/franchise applications for the principal's facilities on WSDOT highways.

The 2025 guide describes blanket security where many installations or multiple regions are involved. WSDOT can still require an individual bond to supplement it for proposed work. Confirm jurisdiction first: the guide assigns permitting within managed-access highway ROW inside city boundaries to the city.

Keep security through the required obligation and discharge

The blanket form covers permit/franchise requirements, subject work and restoration of slopes, ROW, topsoil, landscape, drainage and cleanup. It references the period under WAC 468.34.020(3) and written discharge by the State.

Obtain WSDOT's applicable period and release instructions rather than assuming an annual license term or that finishing one installation closes blanket coverage. The principal remains responsible for a valid bond on file.

Submit the blanket bond to Headquarters Utilities

Prepare the utility's legal name, address, contact and Statewide Vendor Number, plus the surety's execution and license information. Use the existing Propeller Purchase Now option after confirming it can issue WSDOT's required blanket form.

Form 224-012 directs an electronic copy to the HQ Utilities Office. Obtain acceptance and the separate signed accommodation and construction authorization; the guide prohibits highway work until the identified WSDOT representative authorizes it.

Questions about this bond

Does blanket security eliminate every individual bond?

No. WSDOT's current guide says an individual bond may supplement a blanket bond depending on proposed utility work.

Where does the blanket instrument go?

Form 224-012 directs an electronic copy to the HQ Utilities Office. The individual form instead directs its copy to the applicable regional utility office.

Does the bond authorize installation?

No. WSDOT separately signs the accommodation and authorizes construction. Follow the approved General and Special Provisions and inspection requirements.
