What this bond does

Secures the specified WSDOT utility permit/franchise requirements, covered work and highway ROW restoration.

Who needs it
Utility owners arranging individual-installation security, including an individual bond WSDOT requests in addition to blanket protection.
Who it protects
The official form binds the utility principal and surety to the State of Washington for the use and benefit of interested persons. It is not the same instrument as a city's excavation or occupation bond.

Your bond option

This is the option on record for this bond.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Identify the utility and particular permit or franchise

Form 224-048, now titled Individual Bond for Utility Accommodation Applications, includes the permit/franchise number for the facilities WSDOT allows the principal to construct. Keep that reference consistent with the utility application, plans, route and mileposts.

The current form leaves the amount to be completed; obtain WSDOT's figure rather than carrying over a minimum from older regional instructions. The guide requires the beneficial utility owner to sign the accommodation application even when an agent assists.

Keep individual work separate from blanket coverage

WSDOT distinguishes this installation-based instrument from blanket security for multiple applications. Its guide allows an individual bond to supplement a blanket bond, so an existing blanket instrument does not by itself resolve the request.

The individual form covers the specified provisions, work and restoration and references WAC 468.34.020(3) plus written State discharge. Ask the regional office for the applicable coverage and release requirements; a provider's issuance date does not set an automatic release.

Send the individual instrument to the regional office

Prepare the utility and surety signatures, printed names/titles, Statewide Vendor Number and required surety information. Use the existing Propeller Purchase Now option after the provider confirms the exact WSDOT instrument and amount.

Form 224-048 directs an electronic copy to the applicable regional utility office, unlike the blanket form's HQ filing. Obtain acceptance, the signed accommodation and the separate construction authorization before highway work, then complete inspections and restoration.

Sources

Have these ready

  1. Confirm jurisdiction, utility owner/principal and permit/franchise number.
  2. Prepare consistent route, milepost, plan and installation references.
  3. Obtain the regional office's amount, coverage and execution instructions, including any blanket supplement.
  4. Submit the electronic individual bond to that regional office and complete separate authorization and inspections.

Questions about this bond

Does the current individual form state a fixed amount?

It leaves the sum to be completed. Obtain the applicable regional office's required amount for the installation.

Can an individual bond be required despite blanket coverage?

Yes. WSDOT's 2025 guide allows individual security to supplement blanket coverage depending on the proposed work.

Where do I submit the issued individual bond?

The form directs an electronic copy to the applicable regional utility office. Obtain its acceptance and separate construction authorization; do not send it to a city merely because the highway passes through one.
